6 Santa Rosa City Manager Ken Blackman led the Pledge of Allegiance.
7 PUBLIC COMMENT
8 Leonard Stein, 1051 Walker Road, advised the City Council of his opposition to the
9 Santa Rosa proposal to utilize the Two Rock/Walker Road area for dissemination of
10 their treated wastewater.
11 Kathy Tresch,. Two Rock, spoke in opposition to Santa Rosa's proposal to send
12 wastewater through the Two Rock area.
13 CITY COUNCIL COMMENTS
14 Michael Davis - noted that although job availability is decreasing in other areas, the
15 Petaluma area has increased job availability.
16 John Balshaw - called staff's attention to the dead landscaping at the warehouse
17 located at D and Lakeville (old ice house) and asked what the City is going to do to
18 improve the situation.. He also asked when the garage will be painted.
19 Lynn Woolsey - Asked when. also.
Balshaw's question will be on the agenda.
A She noted the plantings alongside the driveway at Fire Station 2 are also dying.
21 Larry-Tencer - Had. been advised by a constituent that someone was swimming at the
22 Marina -last weekend.
23 Public Works Director Pat Miller advised the garage will be painted this Fall and the
24 swimmer was advised of the impropriety of his actions.

26 The September 12 (P.M.) minutes were approved as submitted.

29 RIVER ENHANCEMENT PROTECT COMMITTEE APPOINTMENT
30 Resolution 90-328 NCS confirming appointments to the River Enhancement Project
31 Committee and nominating Larry Tencer Chairman. (See also Page 52, September 12
32 minutes) The Council introduced the Committee members. Bob Martin asked how
33 the committee would be communicating with the Army Corps of Engineers, by City
34 liaison or.directlythrougb the committee.
35 Duties - All communications should be through City staff. And, if there is a need for
36 information from outside agencies, City staff should be responsible for obtaining that
37 information. The Council also noted this is an advisory committee whose charge is to
38 take the existing adopted studies, plans and policies and. to plan forward to get a
39 community consensus on how things are going, to evolve alongside and in the river.
4o The duties do not include reviewing all past actions to determine whether or not those
41 actions have - been right and do not include redoing any of those existing studies,
42 master plans and EIR's in the manner of a Grand Jury inquiry of the River.

The Council is asking this committee to focus on those areas. of the river which have
not been the subject of 'in-depth -study within the last few years. Examples of such
recent studies are the River Oaks which is the subject of a draft EIR currently before
the City Council, the County -Master Drainage Plan, 'and the Army Corps of `Engineers
Feasibility Study. It- is. important the `Citizens Committee accept those recent 'studies
and coordinate (.through staff) and ,dovetail their, recommendations. for future river
enhancements and uses with the various agency plans and projects which are in
existence and in process.
9 The Council recognizes there is the concern on the part of the Payran Street residents .
10 that the Army Corps of Engineers respond in the quickest possible time to the
11 proposed 100 -,year solution. The Council hoes there is unanimity among the
12 committee members on .their final recommendation, but will accept a minority report,
13 if one is submitted.
14 Staff was, asked to poll the membership to determine the most .mutually .conyenient
15 meeting time; with preference to an afternoon. Introduced by Vice Mayor Cavanagh,

22 OLD.ADOBE SCHOOL DISTRICT'S SEQUOIA ESTATES SUBDIVISION
23 Resolution'90-329 NCS approving the tentative map dt Old Adobe School District
24 (Sequoia Estates) located at Maria Drive and Banff Way. This property' was ,acquired
25 by the Old Adobe School District; in 1984 byway, of an agreement betweenthe City
26 and Young America Homes to dedicate land for park and school use. Robert O'Neel,
27 403 Chaco Canyon Court; representing Young America Homes; "'opposed `the
28 subdivision of, the school site- for residential purposes, thus creating the need for even
29 more school "facilities. Had they known this was going to happen, theywould have
30 constructed homes on that .site..' Don Brann, Old' Adobe School District„advised, the
31 Council they have selected a school site which they feel would serve the students
32 better than the Banff/Maria site would. He concurred with the proposed 1eintative
33 map condition:

WASTE CHARACTERIZATION STUDY .TPA
3 Resolution 90-330 NCS approving joint powers agreement with the County and cities
4 for a joint Waste Characterization Study pursuant to State mandate (Statutes 1989)
5 (Public Resources Code Section 40000 et
6 This legislation requires each city to prepare and adopt the following "element
7 components": (a) waste characterization, (pb) source reduction, (c) recycling, (d)
8 composting, (e) solid waste facility capacity, (f) 'education and public information,
9 (g) funding, (h) special waste, and (i) household hazardous waste.
10 The Waste Characterization Component (Public�Resources Section 41030) requires
11 identification of the constituent materials which compose solid waste generated within
12 the jurisdiction's source reduction and recycling element. This shall be a statistical
13 identification of the solid waste generated and shall reflect seasonal variations. The
14 statistics shall identify materials by volume, -percentage in weight or volume
15 equivalent, material type, source of generation (i.e., residential, commercial,
16 industrial, governmental, or other sources). Introduced by seconded by

22 WORLD'S WRIST WRESTLING CHAMPIONSHIPS
23 The City Council considered the request received to reallocate the WRIST
24 WRESTLING T.O.T. (Transient Occupancy Tax) authorization to utilize a portion of
25 the visitor billboard TOT allocation to WRIST WRESTLING to pay for other -
26 promotional materials in connection with this year's event. Bill Rhodes described the
27 pomp and festivity the Russians displayed at their first Wrist Wrestling event this.year.

33 SANTA ROSA WASTEWATER DISPOSAL ALTERNATIVES
34 City Manager Ken Blackman and Dave Richardson of CH2M Hill reviewed the
35 proposed wastewater disposal alternatives. The,•,Environinenial Impact Report is
36 expected to be ready for distribution in late October. The presentation was focused
37 on the use of South County wastewater holding ponds, South County irrigation and a
38 wetlands dispersal to be located at Highway 37.
39 MODULAR HOME SUBDIVISION
40 The City Council viewed a video tap on a Modular Home subdivision located in the
41 State of Washington.. Michael Davis had made arrangements for the showing and
42 recommended the City look favorably on such a subdivision for affordable housing.
43 Staff was asked to recommend a site for a small project of this type.
