17 1. Relevance in 1990 of the 1975 Memorandum of Understanding between the
18 County of Marin, County of Sonoma, Cities of Novato, Petaluma, the Marin and Sonoma
19 Local Agency Formation Commissions and various districts. This subject was left for
20 future discussion.
21 2. Regional Governance - continued discussion. There was great concern
22 expressed about the impending imposition of a State Legislative mandate for a
23 revised, all encompassing form of regional government which would establish controls
24 over local jurisdictions. It appears that this regional government would generate
25 controls on local growth, planning, air quality and transportation issues.. Local
26 governments are concerned because this looms as a threat to the individuality of the
27 various localities.
28 It was the consensus that the two cities create a small working group which would
29 identify an issue of mutual significance and mutual concern as a demonstration
30 project. The goal of the demonstration project would be to set an example of the
31 affirmative action cities can take jointly to deal with regional issues without being

1 required to do so by a new,: more powerful layer of regional government. It would be
2 a model for the vision of the potential benefit of joint effort.
3 The° topic of concern over which attendees expressed the .most .concern was a mixture
4 of traffic ,and transportation. It was -suggested, that a knowledgable representative of
5 Contra Costa County be invited , to the next meeting to -share their experience in
6 development of subregiorial land use plarinirig;-
7 It was suggested the joint effort should be accomplished by elected officials ,rather
s than staff.,. Petaluma selected Briar- Sobel as its represetative to the "Vision
9 committee.,- It was rioted that the North. Marin ā€˛Water District was instrumental in
10 development of the 1975 memorandum of understanding ,regarding land use in the
1 Highway, 101 Corridor.
12 3. June ballot Propositions: 108 - Passenger Rail and Clean Air Bond Act. of 1990_ ; 111 -
13 Traffic Congestion Relief and Spending Limitation Act of 1990; and 116 - Rail
14 Transportation Bond Act,. 'The- item was reserved to a later meeting when the voter_
15 decision on transportation measureslisted on the November ballot will be known.
16 (Note - transportation measures were defeated.)
17 4. Prognosis. of Transportation Sales Tax increases. The attendees were optimistic
18 about the outcome of -the Marin County and Sonoma` County transportation -sales tax
19 override measures. Sonoma is see_ki'ng 1/2 cent sales tax and Marin is seeking 1 cent
20 sales tax for use to. improve transportation along the Highway 101 Corridor. (Note -
21 both measures were defeated on November 6.)
22 5. Next meeting - It was suggested' the fourth joint _ eeting be schedul for late
23 November or early December.
