" November 19, 1990 Vol. 26, Page 93 MOTION TO ADD AGENDA ITEM 2 Councilman Sobel arrived. It was moved by Michael Davis, seconded by Brian Sobel, 3 information has became available subsequent to publication of this agenda, the 4 Council finds that for the public welfare, a discussion item on "homeless shelters" 5 should -be added to this agenda. 6 AYES: Balshaw. Sobel, Davis, Woolsey,.Tencer, 7 Vice Mayor Cavanagh, Mayor Hilligoss 8 NOES: None 9 ABSENT: None 10 HOMELESS SHELTERS 11 The City's Housing Planner, Bonnie Gaebler, noted the Committee on the Shelterless 12 (COTS) has advised the City they will not be able to staff the single person shelter this 13 Winter for the amount of funding appropriated by the City. Also, at this time, the 14 Governor has not authorized use of the Armories in the State for this type of use this 15 Winter. However, the Petaluma People Services Center (PPSC) is looking at the 16 possibility of assuming the role of single person shelter coordinator. Another 17 alternative is to contract with the Novato Ecumenical Housing group. The Council 18 concurred with the suggestion to coordinate with Novato Ecumenical to operate a 19 shelter for the single homeless on a temporary basis until there has been a resolution 20 of the homeless shelter problem for the Winter. The City will continue to work 21 towards the goal of establishing a single person homeless shelter by way of volunteer 22 and/or non-profit organizations and will report back to the Council. (Note - 23 Subsequently the COTS agreed to coordinate the shelter and the Governor has 24 authorized use of the Armories for sheltering the homeless this Winter.) 25 CLOSED SESSION 26 At 4:00 p.m., the Council recessed to a Closed Session to discuss pending litigation. 27 The meeting was adjourned to 7:00 p.m. 28 PCDC 29 (Informational note). Bob Carroll of the Petaluma Valley Baptist Church led the invocation. 37 FLEDGE OF ALLEGIANCE 38 Councilwoman Elect Bonnie Nelson led the Pledge of Allegiance. 39 PUBLIC COMMENT 40 Bonnie Nelson, 707 Sycamore Lane, congratulated the successful candidates, thanked 41 everyone for their support and words of congratulations, expressed her concern about 42 the need for a year round shelter for the homeless, and noted there is a developer in 43 Santa Rosa who is offering low income housing at $115;000 if the City processes his 44 development in a prompt manner. She asked if there were any developers willing to 45 do the same in Petaluma. Page 94, Vol. 26 November 19; 1990 -1 CITY COUNCIL COMMENTS 2 Mayor Hilligoss noted they have learned since the afternoon Council meeting that the 3 Committee for the, Shelterless (COTS) 'will be operating the homeless -shelter at the 4 Armory this Winter. 5 Michael Davis expressed concern about .the quality of the street patches from various 6 excavations in town. 7 Larry Tencer read a City generated welcoming letter received by a client. It appeared 8 that the -text of the letter was generated some time ago, and he suggested the it be 9 updated. 10 Larry Tencer- noted at the League of California Cities .Annual Conference; several 11 cities shared their informational newsletters and municipal informational material 12 which is somewhat along the line Petaluma .discussed several years ago. He suggested 13 the 'idea be resurrected. 14 Larry 'Tencer, suggested the City look at the possibility of. covering `the drainage 15 channel adjacent to East Washington Street between McDowell arid Highway 101 and 16 utilize that easement ,for a northbound 10.1. access. 17 Lynn Woolsey,. attended a free transportation conference at World College West last 18 weekend. 19 John Balshaw, expressed his fear that someone_ will be seriously hurt .at the Petaluma 20 Blvd'. crosswalk near Putnam.Plaza. 21 PROCLAMATIONS 22 Mayor `Hilligoss read the following proclamation! 23 - Project 90: Exchange. students, from Russia 24 Connie, McLean received the proclamation from Councilwoman Woolsey.. Mrs. 25 McLean described a student exchange program for residents of the Chernobyl,.Russia, 26 area to give them some respite from the radiation that lingers from the nuclear -reactor 27 accident several years ago. 28 PUBLIC HEARINGS 29 RESO.90-382 NCS 30 CORONA ELY AD 21= DETERMINE PUBLIC CONVENIENCE AND.NE'CESSITY 31 Resolution' 90-382 NCS. finding and determining that the Public Convenience. and 32 Necessity require' the construction of the. improvements in connection with Corona Ely 33. WASHINGTON 2 The, Council considered the appeal received from Chevron regarding their station at .3. .1440 East Washington Street. Robert F. Lee, on behalf of Chevron, appealed the 4 Planning Commission condition of approval which closed one of the two driveway 5 accesses to East Washington Street. Traffic Engineer Allan Tilton suggested there be 6 a centrally located, single driveway to East Washington. The hearing was opened. 7 Robert Lee ands the proprietor spoke against the closing of a driveway. It was noted -8 that vehicles. detour through the filling station property, instead of using the adjacent 9 Washington Square .egress, in order to make legal left turn movements onto East .10 Washington Street. The number of accidents has-been reduced at that approximate 11 location on East Washington since the NO LEFT TURN sign was installed at the 12 shopping center driveway.' There being no one else wishing to speak, the hearing was 13 Closed., Councilmembers support the creation of a. protected turn lane in the center of 14 Washington Street, which .staff advised will be going -to bid in the near future. -It was 15 move d'by'John'Balshawland-seconded by Brian Sober to uphold the appeal. 16 AYES: Balshaw. Sobel, Woolsey, Tencer, 17 Vice Mayor- Cavanagh, Mayor Hilligoss 18 NOES: Davis 19 ABSENT: None 20 PUBLIC HEARING 21 GENERAL PLAN AMENDMENTS 22 The City Council considered the following Corona/Ely Specific Plan Amendments: 23 1. Relocate Maria Drive elementary school (Waugh School District) from a site on 24 Maria Drive westerly to the point where Yarberry intersects with Maria Drive and to 25 change the land use designation at the former school site to Urban Standard. The 26 hearing was opened. No one wished to speak, so the hearing was closed. Council 27 concurred with the proposed change. 28 2. Relocate Waugh School from Gatti property to Corona Road. The former school 29 site designation is changed to Urban Standard/Urban Separator. The 3 acre portion 30 of the Corona Road 'school site which is shown to overlay the Urban Separator, will 31 remain in Urban Separator designation. The hearing was opened. Duane Bellinger, 32 speaking as a Waugh School Board Member, agreed with this proposed change. The 33 Council asked staff to obtain Waugh School concurrence in writing. The Waugh 34 School and City Planning intent is the main school access will be from inside the 35 Corona -Ely area rather than from Corona Road. The hearing was closed. The 36 Council concurred with the foregoing. 37 3. Exempt Residential Units in the Corona -Ely area from the requirement for ten 38 percent variety in housing because these developments are "more inherently diverse". 39 The hearing was opened. No one wished to speak, so the hearing was closed. The 40 Council concurred with the proposed amendment. 41 4. The following Corona -Ely street widths were approved: Sonoma Mountain 42 Parkway - 4 lanes (instead of 2 lanes); local cul-de-sac streets if serving 20 or fewer 43 homes 32 feet (instead of 36 feet) with parking on both sides and two travel lanes; 44 local loop streets if serving 40 or fewer homes 32 feet. (instead of 36 feet) with parking 45 on both sides and two*.travel lanes. The hearing was opened. There was no one 46 wishing to speak, so the hearing was closed. There was one Councilmember dissent, 47 and this shall be voted on separately when the legislation is forwarded to the Council. Page 96, Vol. 26 November 19, 1990 5. Extension of Corona -Ely 'Urban Separator at the point where the 100 acre Community Athletic Facilities abut the Corona Ely area residential. development. The hearing was opened. Bill Wilkensen, 1485 .Ely Road spoke :against the proposed urban -separator overlay on his property. There being no one else wishing to speak, the hearing was closed. The Council opposed the proposed Urban `Separator amendment. ; 7 The following proposed amendments to General Plan were considered:.' 8 1. 3 to 4 acre park.site and open space at 'D" Street, Windsor ,Drive and Weise 9 Creek. It was noted this is not scheduled for, development in the near future. The io hearing was opened. There was no one wishing to speak, so thehearing'was`"closed. 11 The Council concurred with the park site desiknation. 12 2. The Housing Element amendments consisting of technical data. •and review of 13 Petaluma's progress- toward provision of low and moderate incomeWAousing. The 14 -document has been reviewed by. the Council and Department, of Housing, and 15 Community Development. The hearing, was opened: There was, no one wishing .to 16 speak, so the hearing was closed. The, Council concurred with the Housing Elernent, 17 amendments. 18 3. Urban. High Residential density, increase from 20 to 30 dwelling units. The 19 hearing was opened. Not one person from the, audience expressed a desire to address 20 the City Council on the subject; therefore, Mayor Hilligoss declared the hearing 21 closed. The. Councilmembers •agreed that since there is an existing process which can 22 increase the density of a project (for low and moderate income housing); there is no 23 need to pursue such a General Plan amendment. 24 4. The Mixed Use definition is ,expanded for clarification. T. hearing was opened 25 and closed. with- no public input. The Council added the -words"in the- Urban, Core" 26 and identified from D Street along .the River as' part of that area. The Planning 27 Director .will bring back a diagram identifying the Mixed Use sites along with the 28 enacting resolution. 29 5. Hazardous Waste, Plan. There were no members of the public Wishing to speak 30 at the hearing which was duly opened and closed by Mayor Hilligoss. The Council 31 concurred with the amendment. 32 Enacting legislation will be brought back to the Council. 33 RECESS 8:55 p.m. to 9:05 .p.m. 34 RESO.90-384 NCS 35 COUNTRYCLUB ESTATE III ALLOTMENT EXTENSION 36 Resolution 90=384 NCS' approving an extension of time for 65 Country Club Estates 37 III allocations to June 30, 1991. - Introduced by Brian Sobel, seconded by Michael 38 Davis. 39 AYES: Balshaw. Sobel,•:Davis, Woolsey, Tencer, 40 Vice'Mayor Cavanagh, MayorHilligoss 41 NOES: None 42 ABSENT: None November 19, 1990 Vol. 26, Page 97 1 RESO. 90-385, NCS 2 TWIN CREEDS SUBDIVISION ALLOTMENT EXTENSION 3 Resolution 90-385 NCS approving an extension of 50 allotments for Twin Creeks 4 subdivision to December 31, 1991. The project will be subject of a "Subsequent EIR", 5 which should be completed by mid -year. The Army Corps of Engineers Petaluma 6 River flood control project may impact this subdivision because of the uncertain 7 timing of the Army Corps of Engineers study and design processes. Staff 8 recommended extension of 43 allotments. There was discussion about potential 9 access to the property which is bounded by the Petaluma River and by Washington to Creek. The 19 discussion-iwas mainly about the access from Olive Street, the interior cul de sacs and 20 the' hammerhead. street, end; at the top of Halsey Avenue. Speakers were: Fire. Chief 21 Krout4h6. showed:,a video=:tape of fire trucks trying to maneuver within the confines 22 of the proposed hammerhead street end, as well as turning within the street radii which 23 will be available from Olive -to the subdivision and the proposed cul de sacs; Lon 24 Gilbert of 810 Olive said his wife circulated -a.,petition opposing the subdivision for 25 _reasons of traffic "Olive Street already classified as substandard", "blind corner at 26 Olive and I Streets", 'Poor line of vision at Mt. - View and Olive intersection", 27 'Proposed 2 -way street from Olive to Roseview subdivision is substandard", "Noise 28 factor caused .by increased traffic", "Questionable access for fire equipment", 'Proper 29 drainage for run-off', "sewage hookups", "loss of natural beauty and open space'; John 30 Fitzgerald, applicant's engineer, showed a proposal . for street access to Olive which 31 would utilize a portion of the neighboring off-site driveway; two unnamed residents of 32 Halsey Avenue requested the Council keep the street a dead-end. 33 The Council concurred with the Olive Street access being 28 feet in width (two 12 foot 34 travel lanes and 4 foot wide sidewalk), cul de sacs in the subdivision interior, an ten - 35 year window of opportunity for the two. neighboring properties (fronting on I Street) 36 to obtain, access for the rear of their property to Erika Court (the access to the 37 subdivision from Olive 'Street). The lot configuration is such that if the easterly I 38 Street (8-401-46) lot wishes access, that property must offer an easement through to 39 the most westerly I Street lot (8-401-47). Regarding the end of Halsey, a majority of 40 the Council (Balshaw, Davis, Woolsey, Tencer) supported a "hammerhead" rather 41 than a cul de sac with no parking. Both 2 stories and 1-1/2 5 stories were discussed. Maintenance of solar access to neighboring properties was a. 6 concern of the :Council. Development of graduated rear yard setbacks and judicious 7 placement.of windows were suggested as a methods of assuring solar access as well as 8 neighboring privacy. Staff was asked to bring additional suggestions back to the 9 Council. 10 At '11:20 p.m., the remainder of the proposed Zoning Ordinance text amendments 11 were continued to the next meeting: 12 -1.
