NOVEMBER 26. 1990 4 4:00 p.m. ROLL CALL . 5 PRESENT: Balshaw, Sobel, Davis, Vice Mayor Cavanagh, Mayor Hilligoss, 6 Woolsey, Tencer 7 ABSENT: None 8 PUBLIC COMMENT 9 There was no public comment. 10 COUNCIL COMMENT 11 Michael Davis -more and more people are using water rather than air blowers to 12 clean their surroundings. With the low annual rainfall these last few years, maybe this 13 should be looked at. 14 Lynn Woolsey - the shopping centers usually use large vacuums: 15 Jack Cavanagh - some people are bothered by the noise level from the air blowers. 16 John Balshaw - asked for a status report and plans on the tree planting at the 100 acre 17 community athletic facility. 18 John Balshaw - the commercial buildings are not maintaining their landscaping. The 19 old ice house (Lakeville at D Street) is an example. North of the Post Office facility 20 on North McDowell, there is a closed building that is not minding the landscaping. 21 Lynn Woolsey - referred to a letter from a constituent about the condition of the 22 school's soccer fields. She heard that volunteers could not work on the soccer fields 23 because of some union regulation. 24 Brian Sobel - asked that the Recreation Director address these soccer field issues by 25 letter to the people, who are writing to the City Council, so they know the school is 26 responsible. 27 CONSENT CALENDAR 28 The following items which are noncontroversial and have been reviewed by the City 29 Council and staff were enacted by one motion introduced by Larry Tencer, seconded 30 by Lynn Woolsey. 31 AYES: Balshaw. Sobel, Davis, Woolsey, Tencer, 32 Vice Mayor Cavanagh, Mayor Hilligoss 33 NOES: None 34 ABSENT: None 35 RESO.90-389 NCS 36 NEGATIVE DECLARATION FOR GENERAL PLAN AMENDMENTS 37 Resolution 90-389 NCS authorizing issuance of a Negative 'Declaration of 38 environmental impact for Corona -Ely Specific Plan and General Plan amendments. 39 RESO.90-390 NCS 40 APPROVE GENERAL PLAN AND CORONA ELY SPECIFIC PLAN AMENDMENTS 41 Resolution 90-390 NCS approving Corona -Ely Specific Plan amendments: 42 1. Relocate Maria Drive Elementary School on Maria Drive. 43 2. Relocate Elementary School Site from Gatti property to Corona Road. 44 3. Amend definition of Mixed Use 5 RESO.90-391 NCS 6 AMEND HOUSING ELEMENT 7 Resolution 90-391 NCS adopting a revised Housing Element. 8 RESO.90-392 'NCS 9 ADOPTING SONOMA HAZARDOUS WASTE MANAGEMENT PLAN 10 Resolution 90-392 NCS amending the General Plan by Incorporation, by reference, of 11 the Sonoma County Hazardous Waste Management Plan. 12 RESO.90-393 NCS 13 DENY PROPOSED GENERAL PLAN AND CORONA -ELY PLAN AMENDMENTS 14 Resolution 90=393 NCS denying proposed 'amendments to the Corona -Ely Specific 1.5 Plan, (extension of Urban. Separator between residential land use and community 16 athletic fields located on East Washington) and denying proposed amendment to the 17 General Plan (amending definition of Urban. High Residential from 15 dwelling units 18 per acre to 30). 19 * * * * * End of Consent Calendar 20 RESO.90-394 NCS 21 AMEND CORONA -ELY SPECIFIC PLAN STREET WIDTHS 22 Resolution 90-394 NCS approving an amendment to the Corona -Ely Specific Plan 23 relating to street widths as follows: 24 a. Sonoma Mountain Parkway - 4 lanes (from 2 lanes) 25 b. Local cul de sac - 32 feet if serving 20 or fewer homes (down from 36 26 feet) 27 C. Local loop street - 32. feet if serving 40 or fewer homes (down from 36 28 feet) 29 Introduced by Vice Mayor Cavanagh, seconded by Lynn Woolsey. 30 AYES: Balshaw. Sobel, Woolsey, Tencer, 31 Vice Mayor Cavanagh, Mayor Hilligoss 32 NOES: Davis (does notwant streets narrowed) 33 ABSENT: None 34 ACCESSORY DWELLINGS 35 ZONING ORDINANCE 1072 NCS TEXT AMENDMENT 36 On November 19, the City Council began its deliberation on thei height of accessory 37 dwellings and discussed the Planning Commission recommendation of limiting a 38 principal building which includes an accessory dwelling is limited to "2-1/2 stories or 39 25 feet in height" and an accessory building includinga detached accessory dwelling 40 even if part of an accessory structure is limited to "1-12 stories of 15 feet in height". 41 The Council discussed and rejected the idea of tying the height limit to the size of the 42 rear and side yard setbacks. The reference to and potential interpretation problems 43 for "1/2" story -was troublesome to the Council. November 26, 1990 Vol. 26, Page 103 1 Definitions Section 1-203 and Article 6 - Single family Residential Districts Height 2 Regulations, Section 6-500 were amended. The Council concurred that an accessory 3 dwelling on level ground may have 2 livable stories (including some sort of roof). 4 There will be a. noticing process for each application, so neighbors will have an 5 opportunity to address any concerns they may have about potential loss of solar access 6 and privacy. 7 Article 5 Agricultural District - Section 5-403 and 5-407 Conditional Use. Agricultural 8 District were amended to add references to low impact, open space recreation. 9 Sign area calculations for shopping centers was dropped from the discussion. 10 Article 25 Non -conforming Uses Non -conforming signs - Section 25-300 The Council 11 concurred a sign should remain legal: nonconforming, until there is a change of use. 12 Staff will bring this amendment back at a later date. 13 Article 26 Administrative Procedures and Required Permits - Signs Adjacent to the 14 Freeway - Section 26-913 Building or structure identification is acceptable if it is not 15 lighted (back lighting is acceptable). Examples of acceptable identification were the 16 McDonald's restaurant at Petaluma Gateway (Lakeville and Caulfield) and the North 17 Bay building in Southpoint Business Park. Subdued identification is acceptable. 18 Article ' 26 Administrative Procedures and Required Permits - Sign Permit 19 Application - Section 26-902 The application form shall include such information 20 deemed appropriate by the Director. 21 Bed and Breakfast - Section 1-203 Definitions - eliminates a reference to the number 22 of rooms. 23 Article 2 Establishment and Designation of Districts - General Plan / Zoning 24 Consistencv - Section 2-312 - requires applicants to include concurrent General Plan 25 and Zoning applications if a request would result in non-conformance. 26 Building Heights - Section 1-203 Definitions - changes height calculation formula and 27 replaces the word "mean" with "average" when calculating height of a building with a 28 hip, gambrel or gable roof. 29 Article 2 Establishment and Designation of Districts - SPARC review of subdivisions 30 - Sections 2-308 (delete) and Article 26 - Administrative Procedures and Required 31 Permits - 26-401 - Makes it the decision of the Director whether or not the 32 architecturalreview committee shall review single family buildings. It is the Council's 33 intent the SPARC workload be decreased by eliminating their review of "Non - 34 production" residences. Staff will develop a definition for "Non -production" to be 35 included in the amendment. 36 The Council continued consideration of the following to a later meeting: 37 Driveway Standards 38 Section 1-203 re: definition of junk yard 39 Sections 16-300 and -16-703.1 Floodway and Flood Plain Districts 40 Riverfront / Warehouse District parking Page 104, Vol. 26 November 26, 1990 1 CLOSED SESSION 2 At 5:00 p.m., the Council recessed to Closed Session for Personnel matters. 3 ADJOURN 4 The meeting was adjourned to'December 10, 0 p.m. 5 M.
