28 The December 17 minutes were amended as follows:
29 Page 119 -Line 33, strike "sufficient" and. replace it with "at least four" -The sentence
3o now reads "Regarding the girls softball fields, City Manager John Scharer advised the
31 Council that staff has been working on this issue and he is confident there will be at
32 least four girls softball fields constructed in the area."
33 Page 121 -Lines 16 and 17 should be changed to read, "Lynn Woolsey wants the
34 Rowing Club moved from C Street to the Marina."
35 Page 121 -Line 25 -reword to make it clear that "All new fireplaces and heating store
36 installations should be of functional design and as pollutant free as is currently
37 possible."

39 Introduce Ordinance 1837 NCS amending Title 11 and adding Chapter 11.80 (Traffic
40 Impact Fee on .Development) of the Petaluma- Municipal Code. Finance Director
41 Spilman showed several charts relating to the development of the proposed impact fee
42 schedule. Charlie Carson,. representing the Building Industry Association, requested
43 that they have additional time to discuss the fee schedule with staff. The ordinance
44 was introduced by Michael Davis, seconded by Lynn Woolsey.

The Council discussed whether or not it is within the purview of local jurisdictions `to
take a stand on foreign policy issues. The following members of the audience spoke:
- Connie 1VIcClain, 340 King:(non-resident), opposed to war.
- Scott Hess, 1709 'Spring Hill Road (non-resident) -supports the resolution.
- John Quinn, .2318 Magnolia (non-resident) -you aren't`consistent. Sometimes you let
non-residents speak andsometimes,you do not.
- Mark Mederios, 200 Jessie -Lame (non=resident) -doesn't believe President Bush
represents the. people: Talked about the money we don't get back from the Feds.
- Peggy Noton, 1321 Chapman Lane (non-resident) -wrote the resolution.
- Ned Orrett, 1161 Western Avenue. (non-resident) -the old ways don't seem to be
working, we are reaching and trying new things.
- Ed McDonough, ~ 1713 Granada Court (resident) -You have no right to speak
for the residents on this issue.
- Chris Linnell, 300 Stony Point. (resident) -opposes the Council taking a stand
on the issue.. This is not a job of the- City Council.
- Bob Ross, 504 South Ely Blvd. (resident) -check your boundaries, if you vote
for this resolution do not. say it is on behalf of the people of Petaluma.
- Delores Reynolds, 172 Park Place Drive (resident) - objects to her name being
connected in any way with this resolution. She is perfectly capable of voicing
her feelings herself and she has no desire to have the City Council speak for
her.
- Eugene Peal, 749 Bantam Way (resident) -opposed to the Council taking a
stand on this issue.
- Tim Sullivan, 800 Keokuk (resident) -you. weren't elected to deal with foreign
affairs. This is apolitical statement by a small minority.
- Brian Hayes, ~9 Windsor Lane (resident) -said 'he is a "yuppie". In America we
have to go back to the principals of humility. Send a message to the President
and the Congress, ".take the nsk".
- Darcie Radloff-Riker,. 33 El Rose (resident) -opposes. war.
- Thomas Stanton, 302 7th Street (resident) -supports the resolution.
- Richard Speel, 120 West. Payran (resident) - .supports the resolution.
- Josh ~aure-Brae, 12 Baker Court (resident) -supported the resolution.
