8 PUBLIC COMMENT
9 Mike Morganlander and Doris Tolks addressed the Council. regarding the tennis
to courts and their maintenance. The Council suggested that it is timely for them to
11 communicate their concerns to the Recreation Commission prior to the budget
12 process. Councilwoman Nelson will give the School District a copy of their request.
13 California Sonoma Petaluma, aka. Wayne Michael Peterson described. a yellow and
14 black informational 1'eaflet, which is available at the Museum, that does not answer
15 the question, "What is Petaluma". This leaves tourists not knowing the answer. Being
16 unknown is a very scary situation.
17 COUNCIL COMMENTS
18 Vice Mayor Cavanagh asked that the City Council discuss SB-169 (State) on booking
19 fees at the next meeting:
20 Lynn Woolsey wants to look into the possibility of a citizen's committee to review the
21 Charter. Wants staff to give the Council some recommendations.
22 Michael Davis expressed concern. about the vehicle speed on the portion of North
23 McDowell the .length of the widening, project. He asked staff to patrol the speed on a
24 consistent basis.

25 Nancy ~ Read complimented Br-ian :.Sobel for the presentation he made on
26 communications at a' recent League of California Cities seminar.

17:26.0300 -amends definition of Senior .Housing.
17.26:040 -require applicant to acknowledge allotments do :not
become development approvals;

There was a great deal of discussion ;about the maintenance of a "secondary pool" of
allocations which would be considered in .May of"each year pursuant to the Growth
Management guidelines. :Staff will' develop a suggested system whereby the unbuilt
allocations from the current growth. management "_systen (beginning. with 1988,) ~wih 'be
placed in a secondary pool Tlie use of the secondary pool „of unbolt allocations will
be subject to annualscrutny by the City Council The Council expressed their desire
to have a "shelf .life" ~for'these secondary pool ;units.
BUDGET
MID-YEAR REVIEW-
Assistant- City Manager Gene Beatty noted that 'staff. projections> of revenue and.
expenditures for the last six months of'the 1990=91 fiscal :year indicate a~ General Fund
ending balance of'$470,000. 'The building industry'has been experiencing`a:restriction,
of construction Goan activity on the ~ part of the finance industry aril a companion
reduction of `home ;purchasing: The :resultant reduction. in zoning. a_nd subdivision fees.
represents 50% or "$.90,000. and the building hermit fee ;re:venues are anticipated ~to~ be
down about 33% or $33`6,1;00. The building; industry anticipates this economic' picture
to continue, well into the 199.1-92 fiscal ,year... 'The. total estimated variance -from
anticipated 1990-91 revenues is' $751,325. ~ _
The staff recommendations for the remainder of the 1994-92 fiscal year a_ re,: ~` ~.
1. Personnel~replacements~will be reviewed by°the Ci'ty`Manager's Office.

bring City of :Petaluma salaries'.up the median salaries of the benchmark

authorized over a different period of `time:

4. Cappital Equipment requests must be referred to the City 'Manager's
Office for, approval..
5. Operating expenses bf each department should be reviewed and
reduced. where possible.

1 The staff recommendations for the 1992-92 fiscal year budgeting process are:
2 1. No .new programs or additional personnel
3 2. Requests for new or replacement equipment shall be :held until October when
a the City will have a better indication of revenues for the fiscal year.
5 3. The budget submittal to the City Council will be made by the first Monday in
6 May. The City Manager will not authorize a request for late submittal.
7 The Council concurred with the staff recommendation.
8 U.S. HIGIIWAY 101 CORRIDOR
9 Brian Sobel advised there are two meetings scheduled, in early February to address the
to traffic improvements for the U. S. Highway 101 Corridor:
11 February 4 -Sonoma County Transit Authority will meet at 3 p.m. in the
12 Board of Supervisors Chambers and Supervisor Jim Harberson (District
13 2) will resign as Chairman.
14 February 13 - 10.1 Corridor Action Committee will meet at 8:00 p.m. at
15 Lucchesi Community Center.
