Pat Bernard, Facilitator Michael Wright and Dennis Bumstead, 14 Angus Courier reporter Rod Brewster, and citizen observer Dick Lieb. 15 STUDY SESSION 16 The City Council recessed to a Study Session to develop goals for 1991-92. After 1~ review of the 1990-91 Goals Implementation Report, the Councilmembers moved to a is separate room with Mr. Wright and Rod Brewster to develop their list of goals. Staff 19 remained with Mr. Bumstead to develop the staff s list of goals. After compiling the 20 lists on large sheets of newsprint paper, each group .prioritized its individual list. Late 21 in the. morning the groups merged, shared. the thoughts and bases for each goal 22 suggestion on the prioritized lists. The Council then established their priorities 23 utihzmg both sets of goals: The resulting list will be submitted to the City Council and 24 staff in typewritten format. 25 Council requests that surfaced during the discussions include the following: 26 - On the proposal- for atwo-year budget, the Council asked for a report on 27 experiences in other cities (both successes and failures). 28 - The City Engineer was asked to prepare ,a report on Sonoma County 29 Water contractors' water management policy and the degree of discretion ao available to contractors. 31 - The Assistant City Manager will report on the possible alternatives for 32 the City's bus fleet transporting bicycles. 33 - The Council asked for a report of the potential cost of their special 34 requests for information and studies from ..staff. This report should also 35 include the "time" cost.
