PETALUMA CITY COUNCIL
MONDAY, APRIL 29, 1991
ROLL CALL 7:00 p.m.
PRESENT: Read, Davis, Woolsey, Vice Mayor Cavanagh, Mayor Hilligoss, Sobel,

PLEDGE OF ALLEGIANCE
PUBLIC COMMENT
August Balistreri, 218 Bodega Avenue -noted he has been on the Burbank housing list for
two years. The next available affordable housing units will be distributed to applicants
through a lottery system. He said it really isn't fair for someone who has just made
application within the last few months to have the same opportunity for this housing as
someone who has been waiting for two years. He hoped the Council would have some say
in the way Burbank makes the selection. Arnold Sternberg of Burbank Housing said they
know of no fairer way to do the allocations. This was scheduled for Council discussion
May 6.
Vasco Brazil addressed the wastewater treatment plant agenda item. He felt an in-house
review of wastewater treatment is inadequate. He compared the cost of wastewater
irrigation to the value of the crops irrigated b~ that method.
He also said there should be some investigation of wetland treatment. City Manager John
Scharer advised the reason wetland treatment has not been considered is the Regional
Water Quality Control Board did not look favorably on that form of treatment. They have
since relaxed that stance.
Jack Balshaw, 1680 Kearny Court, asked for Council approval to speak to an agenda item
at the time the Council does. Council concurred.
He also suggested that the City consider allowing the sale of recreation items in the parks;
i.e., balloons, hot dogs, popcorn. City Manager Scharer advised the City is working on that
suggestion.
He observed a pedestrian having a near miss with a vehicle at the Putnam Plaza Petaluma
Blvd. pedestrian crossing.
CITY COUNCIL COMMENTS
Michael Davis -The island around the oak tree on Maria near Professional Drive 1'ooks
unkempt. Is there something that can be done about that?
- When are we going to study fireplace regulations?
Nancy Read - Complimented the organizers of the Butter and Eggs Day.Parade.
- She rode along with the Police Saturday night and complimented them on their patience
and courtesy during trying situations.
- Thee area along the North McDowell construction project is very difficult to navigate at
night and the markings are insufficient to assist drivers in making the numerous lane
changes in that construction area.
Lynn Woolsey -asked Assistant City Manager Beatty to respond to the North McDowell
Blvd. markings. Mr. Beatty advised that he had talked to the construction superintendent.
It seems that drivers hit and move the markers resulting in the difficulty identifying lane
changes.
- Regarding the Corona Club Building -she asked about the timing for moving the Corona
Club Building. She urged staff to be flexible in coming to a resolution on this.

- One of the enemy saving suggestions she brought back from an energy conference was
that home occupations are valuable in that automobile travel. is reduced.
- She urged the Council to put together aCity-wide energy management program.
Vice Mayor Cavanagh .also complimented the Butter and Eggs Day organizers.
Brian Sobel - Yashima Construction contacted him about the limited authority vested by -
the City Council in the City Engineer being authorized to accept completion of subdivisions
prior to completion of sidewalks. He felt their argument was convmeing and asked that the
Council reconsider their action of April 15. This was scheduled for the May 6 agenda.
Bonnie Nelson - agreed the Petaluma Police .are professional acid courteous in their
dealings with the citizens.
- She thanked the Fire Department. for use of the Fire Truck in the Butter ,and .Eggs Day
Parade.

Mayor Hilhgoss -asked for a Study .Session with SPARC to clarify the City's design
guidelines.
- Repeated the comment made to her in Sacramento that the City of ,Petaluma is on a "hit
list" for not having affordable housing. She asked her informant to furnish more details to
the City.

Gerri Parrilla and Mark Gottschalk were present to describe their activities in creating the
current edition of -the Petaluma Business Directory. They were complimented and thanked

approval of fair share. funding of a part-time Executive Director. The staffing has been

The Authority feels it would be better .served. to contract with. an individual who would
have continuity of information flow: 'The estimated maximum fair share. for Petaluma is

Washington-.East off Ellis included a presentation by Jack Balshaw 1680 Kearny Court,
who distributed photographs of the site: He indicated how much of the easterly views
would. be lost if trees were ;installed. Lt was the Council consensus that. low' shrubs which
display an: array of color would;bethe -best type ofplant selection.

the :proposed sewer rates' and noted this is a 14.3%increase over they current- rates which

the 1991' rate of `$:10.00 to $14.35 per month. The Council, directed staff to~ bring back the

most progressive, energy-saving design which will utilize the most progressive, efficient, . ~~.
energy-saving technologies. Speakers included Director of Engineering Tom Hargis, who
reviewed .the ..proposed new plant and the prior planning process; 'Denis Dandeneau of,.
' Envirotech Operating Service who described' their role in the proposed process; and ~ '
'Finance Director David Spiiman, who addressed the finance aspect5~of the°proposal. •It was
rioted; the proposed plant will be designed for the exclusive use of the ~City~ of Petaluma-and"'
operated by EOS. After considerable discussion, it was introduced by Brian Sobel,
seconded by Lynn Woolsey.

HOUSING -SECONDARY P®®L / H®U5ING GOALS
The City Council continued any discussion of the resolution awarding secondary housing
allocation pool until such time as the Council has discussed their Housing Goal of
development of a manufactured housing project. On May 6, the Council will discuss
possible dates for an extra meeting to discuss this subject.
HAZARDOUSMATERIALS - HOUSEH®LD WASTE PICK-UP DATE
May 4 is the date for the Spring household hazardous waste collection at Fire Station #2
(North McDowell and Corona Road).
BURBANI~ HOUSING
Arnold Sternberg of Burbank Housing expressed appreciation to the City for its continued
support of affordable housing projects.
SEWER RATES
Ralph Sartori of the Petaluma Cooperative Creamery asked the Council. for an opportunity
to address the sewer rates that were adopted earlier in the evening. He advised the City
these rates will have a heavy financial impact on the local dairy industry. In addition, he
noted there is no incentive to conserve water in the rate structure. The creamery has spent
several hundred thousand dollars to construct wastewater treatment facilities on site to
reduce the biological loadings on their wastewater; but .even with the loading reductions,
this new rate structure does not reduce their costs. He also asked if the industrial charges
for March and April (which have not been billed yet) fall into the new rate schedule which
is effective for all utility bills issued. after 'May 1. The City Manager said the City will be
glad to sit down to discuss these impacts and report back to the Council.

County of Sonoma and possibly initiating litigation.
