He reviewed a proposed 23 amendment to the Master Russian River Cotati Intertie Agreement which -would 2a allow, up: to 10,000 acre "feet for Marin County and up to 1-3,000 acre feet for 25 Mendocino County on a use it or `lose it basis; only if excess water-'is available after the 26 Sonoma Contracting. Agencies fulfill their needs. The amendment must be approved 27 and signed by all the. water contractors bef""ore. it. can become effective. 1VIr;; Beach said. 28 Marin County currently has an annual water deficit of 5;000 acre feet. The safety of individuals and water fowl is at 4 stake. 5 Alice Bonomi agreed with Mrs. Winterhalter. She added the fireworks in the lake 6 cause contamination. 7 Dick Sharke, 1710 Marin Cout -invited the.City Council. to join 30 returning Desert g Storm troops and their families for a picnic dinner. on Monday, June 24, at Kenilworth 9 Community Center. He also thanked the City Manager and Recreation Director for io their assistance in this endeavor. 11 August Balistreri, 218 Bodega Avenue - shared a copy of the Burbank Housing 12 proposed housing "lottery"system: Staff advised the Council this will be the subject of 13 a meeting of the Council subcommittee on housing.. 14 CITE COUNCIL COMMENTS 15 Nancy Read -Although we have been told the green tint on the video tapes and video 16 transmissions is due to the fluorescent lighting; we need to agendize this for discussion 17 of the camera and lights at a meeting. The City Manager advised it is a matter of 1g needing the money for upgrades to the system. i9 Lynn Woolsey - Wants a response to the worm technology proposal. 20 Michael Davis -Also wants.more information on the worm technology. He asked if it 21 needs to be timed with the new sewer plant. 22 Michael Davis -Suggested there should be some staff patrol to protect the birds and 23 wildlife that live at Lucchesi Park. 24 Brian Sobel -The worm technology ,people were supposed to make a proposal to the 2s City. 26 .Brian Sobel - He represented the City at the Olympic Torch Run' which passed 27 through Petaluma this morning, stopping at ,the LJ. S. Post Office North Bay postal 2s facility and the Fourth Street postal facility. The City was presented with a plaque to 29 commemorate the event. 3o Bonnie Nelson -Regarding an appropriate place fora doggie park, she asked if there 31 was sufficient interest, on the part of the other Councilmembers to pursue this. There 32 was sufficient interest on the part of the Councilmembers present to pursue a doggie 33 park. 34 Bonnie Nelson -The intersection of Howard and Washington and Ellis and East 35 Washington have traffic lanes that do not line up. 36 Nancy Read -The left turn lane from Howard' to Bodega needs better striping, also. 37 Bonnie Nelson -People .continue to ignore the. ''Do Not .Enter" sign between the BP 38 Gas 'Station and.. Macdonalds Restaurant at the Plaza- Shopping Center. The City 39 Manager noted there was a median. island there at one time, but a prior Council 4o removed it at the request of the neighborhood. 4i City Manager Scharer advised the City of Petaluma,. alone, does not have sufficient 42 material to develop such a worm farm. It will have to be a project of a larger scale. 'The suggested make-up of the 28 committee is 3 Councilmembers and 2 Planning Commissioners. The Council 29 approved the conceit. Nancy Read volunteered to be on the committee. The first 3o neighborhood meeting, has. been scheduled for July 11 at 7:00 p.m. in the Council 31 Chambers at City Hall. Mayor Hilligoss will appoint two other Councilmembers. 32 RESO.91-175 NCS 33 AGREEMENT WITI~I COUNTY ON REAL PROPERTY TRANSFER TAX 34 Resolution 91-175 NCS approving an agreement with the County of Sonoma for 35 collection and disbursement of the real property transfer tax. This agreement reflects 36 the various suggestions of Sonoma cities and negotiation with the County. It was 37 noted that since- November of last year when the transfer tax was amended, $114,145 38 has been. collected from 351 documents.
