The intensity of the 4 lights have. been decreased, intervals between messages has been increased, increased 5 length of time .message is displayed, animation and/or graphics not to be utilized. 6 The State standard for electronic reader board is for the message to be shown a 7 minimum of 4 seconds and off 1 second.. The time the readerboard is operating is s from 6 a.m. till 10 p.m. The offsite backlit billboard has been tentatively agreed upon 9 not to be constructed. to 'The City Attorney looked at alternatives such as removing the sign, significantly ~i altering the structure of'the sign or significantly altering the use of the sign. It was the 12 City Attorney's opinion that the City Council has ability to control the operation of the 13 sign rather than removing or altering the sign. 14 Mr. Haddad, 615 North Fair Street (People Involved in Proper Planning -spoke 15 .regarding the memorandum .Council received from People Involved in Proper 16 Planning. Some of the issues regarding the sign are: 17 1. Violation of the adopted PCD. 1g 2. Violation. of the zoning ordinance 19 3. Exceeds the approved design -being 4 1/2 feet higher. 20 4. Violation of obstructing a drainage channel. 21 5. Violation of sign ordinance 22 6. Non compliance with CEQA 23 7. Non compliance with Outdoor Advertising Act 24 25 It is the recommendation of the People Involved in Proper Planning to remove the 26 sign and sell it. If the sign is to remain it must be set back from the highway and 27 lowered to 20' in height without any readerboard. The Council would have to.modify 28 the provisions to reduce the number, design and area of other signs for the project. I condemn the many orchestrated petitions 23 throughout the state. from Eureka to Sacramento and L.os Angeles. I am here to 2a govern. the :City of :Petaluma not the State of California. He believes there is as many 25 silent majority for ,the" sign'as those' opposed to it. z • 26 ~ Bonnie Nelson, 'The silent majority has not been coming into chambers and writing, as 27 .many letters; but there-have been quite a few phone, calls. Numerous comments from 2s ~ -people who would be furious. if we.tear down the: sign. What is being sold are very 29 modern cars .that travel, down our freeways in and past our cities. There is .nothing 30 Victorian.~about .them. I'm perplexed, this one modern thing; a readerboard is ao 31 ~ extremely.offensve.._ I wouldn't.like to see. the readerhoard on KentuckyS_treet or "D" 32 Street. ~ ._ August 5, 1991 Vol. 26,~ Page 371 1 I do not. see a lot of Victorian structures on our freeways and I do not feel that it 2 stands for all of what Petaluma represents. 3 Sobel, would like. the People Involved in Proper Planning to think about other a alternatives besides taking the sign down or reducing it to ground level. 5 Alternatives listed by the Council with regard to the sign: 6 1. Turn off sign 7 2. Tear it down s 3. Significantly alter the sign 9 4. Community Service Announcements (Bill in D.C.that would allow states io to approve the use of community service messages) 11 5. Change color of the red plastic letters 12 6. Lengthen the time between the messages and Lengthen the time the 13 messages are displayed. 14 7. Control graphic capabilities. 15 8. Control hours of operation. 16 9. Repaint the sign to reduce starkness 17 10. Enforce the provisions that we have within the PCD regarding balloons, 1s pennants,. banners etc. 19 11. Implement .exter_sive landscaping plan. 20 12. Adopt an ordinance prohibiting electronic readerboards adjacent to the 21 freeway within the City limits of Petaluma. 22 13. Reduce the amount of cars displayed on lots 23 14. Tone down the intensity of'lights surrounding parking lots 24 15. Display the time and temperature more often. 25 16. Do away with monument signs on freeway. 26 17. No window advertising except for name of the dealer 27 18. Large boulders around base of sign 2s Sobel, would like to see each. of the concern from People Involved in Proper Planning 29 addressed, and to have some response from the auto dealers. 3o City Manager, John Scharer, suggested a meeting to be held on September 9 at 7:00 31 p.m. to resp ond to each. of the areas of concern that have been presented and to have 32 the auto dealers attend the meeting.
