BACKGROUND The.Primary Influent Pump'Station (PIPS)'receives all of the City,'s;wastewater flows and pumps it to'theiEllis Creek Water Recycling Facility. The exiting dr -weather sewage pumps were installed in 1999, and control operations modifications were:made in 2002. The current pumps have reached their service life and the largerr,"wet-weather, pumps are currently used to deliver low flows at a much reduced efficiency: :Pursuant to Resolution+94-11 'N.C.S. (Attachment 2), the department is authorized to sole source Flygt submersible sewage pumps, and these pumps would be interchangeable with other.pump stations in,the,system that utilize the same model pumps. Pumps of this size and type,are,made to order and are not-available "off-the-shelf' for immediate delivery. Therefore:the Department=wishes to purchase the pumps ahead of awarding the construction contract to be sure the pumps are on site when the,contractor is ready to ' proceed. DISCUSSION, The two'existiiig,dry=weather,sewage pumps at,PIPS;routinely clog up and fail. Replacing the two smaller drydry-weather'pumps;with modem sewage pumps will significantly improve the overall operational efficiency ands reliability of the station. Currently,the small pumps are out- of-service and the largepufnps are being operated at low speeds.to convey dry weather flows. The large pumps cannot handle the rags, wipes, and other fibrous materials and require service every 24-48 hours. Sewage pumps operatein harsh, corrosive'environments; yet reliability is critical in preventing sanitary=sewer overflows. This pump station is located adjacent to the Petaluma River and demands a.high level of reliability,: Agenda Revie • ' City Attorney Finance Director _ . City Mana t Shifting dry weather'pumping;to't.smaller, 60 HP•pumps:from the larger 450 HP pumps should result'in annual energy savings of$80;000,- $100,000. It'will extend„the service life of the large 450 HP pumps by reducing annual runtime by 90%0. The;cost to replace-worn bearings and seals on:one large pump in 2010 was $30,000. Recent vibration.analysis of the other large pumps indicates that another pump will be in need of similar repair in the near future. The frequency of de-ragging will be-reduced to approximately 30 times per year by limiting the use of the large pumps/to:Wet weather events. ,Additionally, reducing the-frequency of de-ragging pumps will shift.approximately 450 man-hours per year back to-Plant operations and will significantly reduce exposureto!sharps, blood borne pathogens, infectious diseases,and hazards associated with de=ragging the pumps and lifting ragcarts;from the pump gallery to the disposal bin at ground leyel. Staff is completing the mechanical design and consultant,Aresine, is completing electrical and controls design. Staff will bidthe installation later;this year and anticipates completing:the work in the late winter. Xylem,;the manufacturer”ofFelygtpumps, has designated Shape Inc. as the exclusive factory authorized distributor of newandis'pare Flygt pump-models for the:municipal market in Sonoma County. The Public Works;and Utilities Department has standardized its submersible pump specifications on-Flygt pumps (Resolution 94-1 1,N.C.S.);to:maximize Ilekibility and convenience, while minimizing cost.df'operationand maintenance. Standardization meets-the following criteria: 1. Reduce spare partsiinventory 2. Reduce training:needs by minimizing the variation of equipment '3. Improve consistency in operation and`,maintenance 4. Improve reliability by using equipment with a proven record of reliability 5. Reduce long-term costs for'opefation an$ maintenance by having interchangeable parts for all pumpstations 6. Flygt pumps-are currently the industry standard for quality and performance and are the only pumps that meet the design specifications. Therefore staff recommends a sole source purchase (see:attachment 2) to procure the two new dry-weather submersible pumps for PIPS. The.proposed.action meets,Council'Goal: "Plan;for and implenient..prior-ity capital projects as funding permits!'" FINANCIAL IMPACTS The cost of two 60 HP Duty Flygt pumps is $103;790:00:. The pumps will be funded_through the-wastewater collection system fund: account 6600.66200.54151. The currentbalance inthesaccountais$1-30,200 leaving a remaining balance of$26,210 after the purchase-of these two replacement`duty pumps. ATTACHMENTS • 1. Resolution 2'. Resolution 94-II N.C.S. • 2 Attachment 1 RESOLUTION AUTHORIZING THE PURCHASE OF TWO DUTY PUMPS FOR THE PRIMARY INFLUENT PUMP'STATION • WHEREAS, the City of Petaluma desires-to,install two new dry-weather submersible sewage pumps at the Pond Influent Pump Station (PIPS) to improve reliability, pump efficiency and to avoid sanitary sewer overflow which-could subject it to tines; and WHEREAS, the equipment is essential to maintain the operational functionality of the pump stations; and • WHEREAS,the funds made available are in the 2012/2013 wastewater collection system budget;and WHEREAS, Resolution No 94-11 NCS authorizes staff to sole source the specific pump equipment for sewer pump'stations including PIPS; and WHEREAS, the'City'has standardized pump station equipment to maximize:flexibility, convenience, and cost in training, spare parts, operation',and maintenance; and WHEREAS,the City proposes to enter into the purchase;with the sole source vendor, Shape Inc.,the only Northern California authorized dealer of Flygt pumps;and WHEREAS,.the,C Street Station Project(C00500205)specified Flygt pumps without substitution; and WHEREAS, the Copeland.Street Pump Station Project (9835) specified Flygt pumps without substitution; and WHEREAS, the Department has standardized all new sewage pumps to Flygt pumps to simplify maintenance for the nine (9) pump'stations.and the stocking of parts. • NOW, THEREFORE,,BE IT RESOLVED that the City Council of the City hereby: 1.
