COUNCIL COMMENTS
Lynn. ~'Voolsey asked. when the River Advisory Committee will be formed, what
the composition will be, .and. when it will meet.
,Tohn Balshaw said the requirements that Santa- Rosa places on its Site Design
are so much superior to ..ours, albeit we are doing better than we did years. ago.
He used an example of the Burger King on Route 12. We need to get together
and discuss site design because we are asking less than adjacent communities are
requiring. He referred, to the glazed. sidingg professional building being
constructed in the Lynch Creek area as an example of startling, contrast, and that
variety in design can be achieved while maintaining some continuity of theme.
harry Tencer would prefer to ask for photographs of examples.
Michael Davis noted the joint venture with Casa GrandeHigh School has :been
published in California Schools Journal showing examples of cities= and schools
working together
Mayor 1-lilligoss read a letter ;requesting April 24, 1989, be named Carmna '
Salcido Day, her third-birthday. Apri124, ' 1989, was proclaimed Carmina Salcido
Day and the proclamation wasreceived ,by athree-year,, old. youngster who will
present it to Carmina. Carmina is in Petaluma. Valley Hospital. recuperating
from a slashed neck. Her mother and sisters are deceased and a .trust. fund has
been started for her benefit.,
The Butter and Eggs Day celebration is Saturday,; April .29: The. Council is
invited to participate in'the Annual Butter Churning Contest. .

LEASE BILLBOARD USING TOT FUNDS
Reso. 89-108 NCS approving an agreement with David Ford for lease. of a
billboard located at 4445 Redwood Highway South -for $3,000 per month to be
paid from Transient Occupancy Funds. The billboard will feature upcoming
events such as Butter .,and Eggs Day Parade and the River Festival. A sample of
the billboard design showed a combined use of -local business advertising with
the featured events notices as a possibility of billboard format. Introduced by
Larry Tencer, seconded `by Lynn Woolsey.

CAPITAL IMPROVEMENT BUDGET
Sidewalk,Curb and Gutter Replacement
Staff offered to forward an updated sidewalk condition and repair cost .report to
the Council. In response to the concern ~tliat was expressed' over the cost of
repairing the curbs as well :as the sidewalks, City Engineer Hargis explained that
was staff's: goal of needed .drainage correction that will result from curb
mpravenients. '
Street Reconstruction'Pro ram
It was_Council consensus to prioritize: street reconstruction by #'1-Arterials and
mai telnan er Sto ram. Council aokld ~ o prefer' to establish. a periodic street.

improvements with today's'dollars.

In .answer to Council. questions,, City Engineer Hargis- advised the figures: for
Engineering; and..` design are ~ included•, the City accounting- number and
:description :are misleading. ;(#7102 Planning./Design). The. railroad- crossing
separation is anticipated to Abe another $1:5 Mi~ll~ion m addition to stated costs.
Streets -Landscape 1Vledians. Existing Arterial:
• The 'City :Engineer requested Council direction on priority of project. The
Council .consensus. was .to break up the long,. arterial stretches on .Ely and
.>,, ~ ~ 'McDowell: ~~ Low ground cover- does .not .result in the desired effect. which is to
develop a'treescape.

Council consensus. was °the improvements will be two travel 'lanes, a bike path
and sidewalk on the south side,with a temporary sidewalk constructed on a `high
priority.

Streets - Washington f McDowell Intersection
Suggestions for improvements included a~ right turn arrowhead on the traffic
~sgnal for the southbound to westbound turning movement; the City should
ultimately gain control of the sgnalzation from CALTRANS for that
intersection. With the future completion of the Rainier Avenue Overcrossing, it
is estimated that only minor improvements to this intersection will be needed.
Streets -West and Laurel
T'he improvements have been completed since the Capital Improvement Budget
was prepared by the Engineering Department.
Streets. -Weller changed to Copeland
It was Council consensus to direct staff to improve the intersection of Copeland
and D Streets rather than improving Weller at„this time. Specific direction from
the Council was to delineate the middle line of the street.
Streets -Old Redwood :Highway Crossing, Interchange
CALTRANS is currently working on cost estimates and geometncs.
Streets -Highway 116 Widening
Partial plans are with CALTRANS for review.
There was discussion, but no action, about the prioritizing of these projects:
Streets - North IVIcDowelTBlvd. Corona to Cleg OverlaX
North McDowell will have failed areas reconstructed as well as a structural
overlay as part of an assessment district, which is in the process of formation.
-Streets - Petaluma:.Blvd. North Kent to Magnolia OverlaX
Petaluma Blvd. North is scheduled for pavement removal and structural overlay.
East D is also pavement removal and structural overlay.
Streets -South McDowell -McNeil to Caulfield
South McDowell project is planned to reconstuct failed street sections and
provide structural overlay.
Water Street
There- was extensive discussion about Water Street. The Council directed staff
to do what they can to make the travel surface more level
The Capital Improvement Project budget, beginning with Traffic Signals, was
continued to another Council meeting.

Recreation, Music and Parks Commission -There was a request by anon-profit
organization to use Lucchesi .Community Center for Bingo games, but under
State Law,. Bingo, games must be held on the site of:the home office of the non-
profit organization.
The ducks continue to be of concern toy some members of the community. Their
wings have been clipped. Some ducks' have been relocated to the Treatment
Ponds.

Recently a sturgeon was .caught in Lucchesi Lake.
