'89-x108 N,CS LEASE BILLBOARD USING TOT FUNDS Reso. 89-108 NCS approving an agreement with David Ford for lease. of a billboard located at 4445 Redwood Highway South -for $3,000 per month to be paid from Transient Occupancy Funds. The billboard will feature upcoming events such as Butter .,and Eggs Day Parade and the River Festival. A sample of the billboard design showed a combined use of -local business advertising with the featured events notices as a possibility of billboard format. In response to the concern ~tliat was expressed' over the cost of repairing the curbs as well :as the sidewalks, City Engineer Hargis explained that was staff's: goal of needed .drainage correction that will result from curb mpravenients. Existing Arterial: • The 'City :Engineer requested Council direction on priority of project. The Council .consensus. was .to break up the long,. arterial stretches on .Ely and .>,, ~ ~ 'McDowell: ~~ Low ground cover- does .not .result in the desired effect. which is to develop a'treescape. Apri124, 1989 Vol. 25, Page=45 Streets - Washington f McDowell Intersection Suggestions for improvements included a~ right turn arrowhead on the traffic ~sgnal for the southbound to westbound turning movement; the City should ultimately gain control of the sgnalzation from CALTRANS for that intersection. With the future completion of the Rainier Avenue Overcrossing, it is estimated that only minor improvements to this intersection will be needed. Streets -West and Laurel T'he improvements have been completed since the Capital Improvement Budget was prepared by the Engineering Department. Streets. -Weller changed to Copeland It was Council consensus to direct staff to improve the intersection of Copeland and D Streets rather than improving Weller at„this time. Specific direction from the Council was to delineate the middle line of the street. Streets -Old Redwood :Highway Crossing, Interchange CALTRANS is currently working on cost estimates and geometncs. Streets -Highway 116 Widening Partial plans are with CALTRANS for review. There was discussion, but no action, about the prioritizing of these projects: Streets - North IVIcDowelTBlvd. Corona to Cleg OverlaX North McDowell will have failed areas reconstructed as well as a structural overlay as part of an assessment district, which is in the process of formation. -Streets - Petaluma:.Blvd. North Kent to Magnolia OverlaX Petaluma Blvd. North is scheduled for pavement removal and structural overlay. East D is also pavement removal and structural overlay. Streets -South McDowell -McNeil to Caulfield South McDowell project is planned to reconstuct failed street sections and provide structural overlay. Water Street There- was extensive discussion about Water Street. The Council directed staff to do what they can to make the travel surface more level The Capital Improvement Project budget, beginning with Traffic Signals, was continued to another Council meeting. I..IAIS®N REPO1tTS Recreation, Music and Parks Commission -There was a request by anon-profit organization to use Lucchesi .Community Center for Bingo games, but under State Law,. Bingo, games must be held on the site of:the home office of the non- profit organization. The ducks continue to be of concern toy some members of the community. Their wings have been clipped.
