BARANOF DRIVE APPEAL
Resolution 89-117 NCS upholding the appeal received from the Crawfords and
Mr. Goulding (neighbors) and denying the request by the Parthum family for an
accessory dwelling at 322 Baranof Dnve. This confirms Council action of April
17.

1990 ALLOTMENTS

The letter from Duffel Company requesting reconsideration of 1990 Allotments
for Fairway Meadows Subdivision, the letter from Young America Homes
requesting reconsideration of 1990 Allotments for Park Place Unit 5 and the
Resolution confirming Council action to approve 1990 allotments were
continued to Mav 22.
It was moved by Brian Sobel, seconded by Lynn Woolsey to
reconsider the action taken on the 1990 Allotments at the May
22 City Council meeting.

METCALF GENERAL PLAN AMENDMENT -PAULA LANE
Resolution 89-118 NCS confirming Council action of-March 6 denying a land use
map amendment from Suburban Residential to Urban Standard Residential
General Plan for 3 lots by Mr. Metcalf -Paula Lane. At the March 6 meeting,
both a .motion to deny the application for a General Plan amendment and a
motion to approve a General Plan amendment were defeated.
Reconsideration The action to deny Mr. Metcalf s application causes him to
_ have to wait one ~ year before reapplying for a General Plan amendment.
According, to the City Council's adopted Rules, Regulations, and parliamentary
procedures, 'the time frame for reconsideration of the matter has expired. It was
- the Council consensus to schedule the question of a Council originated General
Plan amendment on the next agenda.
The resolution confirming the March 6 action to deny the application was
introduced by Larry Tencer and .seconded. by Brian Sobel.

OLD REDWOOD HIGHWAY MEDIAN

City Engineer- Tom.Hargs showed diagrams of the travel.way in the immediate
area of the Old Redwood' Highway median .strip in question. :Also discussed
were the stacking lanes on Old Redwood Highway, the factory outlet center that
is proposed nearby, the stub street nearest the northerly City .Limits -and `the
possibility of a hotel at the northerly intersection of Redwood Way a_nd Old
Bear Deh to Wickes.

Reso. 89-119 NCS awarding a 3 year fixed route transit services .contract to Dave
'Systems, Inc.; dba Community Transit Services (,CTS) [a subsidiary of ~Brownng-
Ferris Industries, Inc., Houston, Texas] for the management and operation of the
intra-city bus fleet- effective June 1, 1989. Introduced by Vice Mayor Davis,

BURBANK HOUSING RESALE CONTROLS
Resolution 89-120 NCS approving the:recommended program~through 'Burbank
Housing establishing resale controls for Cherry Hill and Madison °Manor`housing
projects for low income families. Due to a conflict of interest, Councilman, Sobel
stepped away from the dais for the duration of this: discussion. ,The provisions of
the program will be set forth in a promissory note secured by a recorded deed of
• trust. The intent .is to share the .appreciation of the housing/land between. the
. purchaser, the ..City and Burbank Housing. The total resale ,price of the
properties will not. be limited. The California Housing Finance Agency has
approved a similar process in the recent past. The estimated '30-year fixed
interest rate at this time is 7.5%. The resolution was introduced by Lynn
Woolsey, seconded by Vice Mayor Davis.

PUBLIC COIVIIVIENT
Bob Martin, 171 Payran Street, asked if the weed abatement program is going-to
include the weeds in waterways, and if so, he requested that the use of herbicides
not be allowed.
Bonnie Nelson, 147 Ellis Street - #17, noted that her family has been accepted
for residency at the Burbank Housing apartment project. adjacent to Magnolia
Hills.
CITY COUNCIL COIVIIVIENTS
Vice Mayor Davis has received a letter from the California Cable Television
Association requesting city support of the Television Associations effort to stall
Metzenbaum's (Ohio) legislation allowing non-coaxial cable service at the Public
Utilities Commission hearings. He noted that Pac Bell is trying to offer the
television service through fibre optics technology. He asked that the City send a
letter expressing the desire of this Council to oppose the `Television Association
efforts to quash this fibre optic competition.
Brian Sobel supported Vice Mayor Davis' request.
Lynn Woolsey asked about a River Advisory Committee and asked the City
Manager to work -with staff to propose the makeup of the committee for
presentation to the Council. She wants a balanced representation
Lynn Woolsey asked when .the Lucchesi Community Center driveway cut will be
fixed to .allow an easier transition from the travel-way on North McDowell into
the parking area.
Lynn Woolsey is anxious for signs inside the Community Center to point the way
to the restrooms and the meeting rooms.
John Balshaw, liaison to the Recreation, Music and Parks Commission, said that
to his knowledge, the driveway cut has not been completely accepted.
John Balshaw said according to CALTRANS, it is permissible. to mow the right-
of-way within the City limits if the local agency make a written request. He
things the City should have it as a Consent Calendar item making the request
regarding maintenance within the City limits. .
John Balshaw -regarding the homeless, he would. like to see something where
they do something for the City like volunteer to work for The Kitchen. He
would not want to wait until next December to provide for these people.
Brian Sobel -asked for information on the possibility of making more play fields
available for -gi%ls softball leagues and asked for a Recreation Department staff
report. on the .subject, including information on how many teams there are and '
what we are ;doing to provide the fields. ; .
Mayor Hilligoss -the letter she read in the newspaper. was the first time she had
heard of the problem. ~ad'cs
John Balshaw responded that the standard. softball league is 7 teams, .the g~
lea~iie has 9 teams.. The Recreation program offers the teams the option of
which 2. teams they don't want to have participate or come up with some
alternative arrangement. Perhaps next year the teams could be determined on a
lot basis. The situation where all other leagues have 7 teams allows them to start
and end at special times.

Brian Sobel noted he is addressing the young girls, not the ladies' scheduling
problems.
The City Manager noted the age group addressed by Councilman Sobel is not
part of the City's Recreation program.

The United Anglers. of Cara Grande Higgh School unveiled the model of their
proposed. Steelhead Troutfish hatcheryj~bunlding to be constructed on the. high
school property. They,~'haye raised: $106;000 towards the building cost and hope.

COIF®NA ELX SPECIFIC PLAN EIR
Resolution .89-122 NCS certifying the Environmental Impact Report for the;
. Corona. Ely Specific Plan.. Principal Planner Michael Moore described the : -
. _ proposed alignment of Sonoma Mountain Parkway which will impact the Brody „
property` and' the Colabianchi property far less than prior alternatives. The
Financing Plan does not include the Brody property. There was a good deal of
discussion about the number of units to be constructed in any one year.
~~ The Council asked staff to prepare the required documents for property owners
to sign when they are annexed but are not participating immediately in
development of the area. This agreement would bind 'the property owner to
participate in development costs afi the time their property develops in return for
not being assessed immediately. The agreement also would bind the property
owner from developing for a specific ,period of time. The Council expressed
concern about any litigation on the part of property owners that could sabotage
the Specific Plan. Van Logan, representing some of the property in the area,
advised the Council that :currently the property, owners are m the process of
developing an agreement among themselves to preclude such problems.
The Council spent a good deal of time discussing allotments for this planning
area. Prior to adoption of the following resolutions, a number of amendments
were made and -the Council' agreed the non-development agreement is to be
included in the. requirements of -the Specific Plan. -

County Transportation Committee) activity to date. The anticipated, revenue

The Council asked staff to bring back a report and go back to thee-original General
Plan discussions on, the specific item DENSITY DESIGNATIONS. The ranges
should be' modified to. specific .numbers rather than. as they are now with the Land
Use designations being described as 0 to 5 and 0 to 15; they should be 0 to 5, 6 to 15
and so on.
