Mayor Hilligoss 1'eft the .dais due to a possible conflict. of interest.. The .City Council
considered the staff recommendation for temporary, promotional signs;, freeway
landscaping;. and automobile display p_ ads to be, included. in the PCD~ for the area. The
promotional. sins .are required .for .competitive .reasons (i.e., , automobile :row
merchandising m :Santa 'Rosa),. according to the developer. CALTRANS sources
advised they will maintain State approved landscaping and irrigation ~in the Highway
101 right-of--way. ~ Staff recommended approval of the applicant's re uested °ten feet of
landscaped' setback.~plus landscape "-fingers° every eight, automobile s a11s. Setbacks and
height limits for auto: display pads in anticipation of future freeway widening were also
considered.

35 Fire Chief Terry Krout reported on the.Emergency Operations. Center critique from the
36 April 6 County-wide exercise of a simulated earthquake of an 8.0 Richter magnitude.
s~ The participants as well as representatives from the State Office of Emergency Services
3s agreed the exercise was a success in that participants developed clear pictures of the
39 needs of the system to help make the team's effort work even better. The City-Council
40 accepted the Chief's report.

43 Fire Chief Terry Krout reported on the current fire sprinkler requirements and 'the
44 proposal to require more built-in sprinkler, systems. The Council supported Chief
45 Krout's recommendation and asked him to develop revised sprinkler requirements for
46 their consideration.

SALARY SURVEY ~ - - -
City.Manager John Scharer' reported on the Salary Survey that was recently. completed.
- Staff was asked for the following information about the cities that were used for alary
comparison: the .population, .number of employees, ratio of total salaries 'of the City in
Dollars to the total of the property and: sales tax combined; and time it hakes to° get to
top step. 'The cities. that were selected: range in population from 30,Q00 °to SO;OOQ. The
greatest °range of difference between the average salanes o_f the 10 cities (eliminating
the one 'lowest and one highest salary of each category). was' the account clerk
classification category that; would take a 41.1% increase'to correct- to the least :range of
..dfference° identifying one classification. that was within. the range of the, companson
cities: T'he Personnel. Director said, "There were ten comparisons (for each personnel
class title): We'threw .out; number one and number ten, a:nd took two. through nine and
took an average of those." -The average percent-to correct salaries is between 16% and
18%: The Councih expressed its goal- to attemptto~`bring the employee salaries up to
the comparison cities in a three year period of'time.

2 Lynn Woolsey -..has been patronizing a business. establishment located on Qld Redwood.
3 Highway (between North McDowell Blvd. and the freeway on-ramp) and observed that
4 traffic is so heavy at that location, singular vehicular movements to that particular
5 business become nearly impossible.

12 commending him for entering a burning house at 777 Kentucky Street and pulling an

36 The.Cty Engineer, Planning staff, Jon. Anderson of MacKay and
37 Somps, Chuck McKee of Duffel Financial and the City Council
38 discussed the proposed "streetscape" improvements for the. Adobe
39 Creek .Golf Course and the Ely Blvd. median islands and parking. It
40 was the Council consensus to require landscaped medians and that no
41 parking will be allowed on the southerly 'side of Ely Blvd. South in
42 that long block. The design. was referred to staff and the developer
43 for refinement.

for (DWR) Department of `Water Resources Grant for. administering the DWR grant-

advise the Council as soon as DWR makes a decision.
