ABSENT: Woolsey TRANSPORTATI®N COUNCIL LETl'El~ TO STPERVISOR Brian.-Sobel .read a, ~roposed'letter to 'be sent to Supervisor Harberson,, The letter. iterates the situation.- Ghat the voting. procedures: of the Sonoma County Transportation Commtteeare working;aganst the cities of Sonoma Count: Power to make and pass motions seems heavily skewed to the :private aecfor which is -riot required to report to other elected officials or to a-ggeneral public constituency.. The letter went on to request that any future decisions should by committee. arrangement received not only the majority vote of the :entire committee but the majority vote of the entire cities and 'county. Anything-less represents. a dangerous imbalance that could potentially undermine the entire process. The voting procedures should be placed on. an agenda in tfie, near :future. The other cities and Board ~of Supervisors will also be sent a copy of°this memorandum so they may also discuss these concerns prior the.. item being. debated at the full committee level. The. letter also -supports.. the` sales tax proposal,. but cautions about the speed with which events are proceeding. -The closing. sentence of the letter;. "V6~e are .concer"ned ,.about. The Council made the following information iequ_ests; - Graph showing...the revenue figures on a fixed per- :capita basis - Rationale used on development fees The Council asked for the Department Heads. to developp. a brief report to the City Manager outlining, how the. budget as recommended by the City :Manager will affect service to the public.
