PLTBI.IC C®MMENT:
Carlos Bergetta, 1722 Capella Court, Morningstar Subdivision presented copies
of a letter the Homeowners Association has forwarded` to' the Plamm~g
Department regarding the design of Sonoma Mountain Parkway and its
relationship to the .fu#ure Santa Rosa Junior College Campus. The
concerns include tudent parking in residential areas and student traffic
through the rieighborlioods.
Vasco $razl, 4551 Lakeville Highway -requested that any renewal of a contract
with` the Southern Sonoma County Resource Conservation District for
review of soil erosion and. effluent irrigation practices for the 1989
irrigation ,system. not include the following :item: "All original papers,
documents or computer material. on ~ disk or microform,. and copies
thereof, produced as a result of this agreement, shall be the property of
City and may .not be used by contractor without the consent of City,
Copies of such documents or papers shall not be disclosed to others
without the written. consent of the City ,Manager or his authorized
representative." Mr. ~ Brazil said that while some government secrecy is
necessary, it should not be needed on effluent irrigation data.

and Confer matters. 3:10 to 3:35 p.m.
C®UNCIY. COMMENTS: Mayor Hilligoss attended the Grand Opening of
Madrone Village .and received a Certificate of Appreciation on behalf of the
City :for its assistance on the: project. She eomphmented the project for its
design and neighborhood feeling.
MINUTES The June 12 and June 19 minutes were approved as submitted.

13 The City Council concluded their consideration of the proposed 1989-90
14 Fiscal Year Budget. They questioned the department budgets that
15 reflected a 20% or greater increase.

17 On the Supplemental.Budget, the City Clerk will report on alternatives
18 for electromc voting systems by December, 1990.

20 The Council also asked staff to look into the General Services request
21 ~ for a pulley system to bring the 10-ream boxes of paper to the Printshop
22 from the basement and to purchase an electric drill for hole punching the
23 books~.the Printshop produces in quantity.

. 25 The Council also asked staff to look .into the possibility of purchasing
26 lower cost personal computers for those work. stations where mostly draft
.27 documents and no intensive computing power is needed on a day to day
- 28 basis; the information could be forwarded on floppy disk to the person
29` who would finalize those documents.
