establish a policy regarding; fencing of Capri Creek on Maria Drive~to reduce the height
of the safety, barrier from its present height down to 3 -feet on the bridge over the creek.

The Committee showed a reap identifying the approximate locations of licensed
child. care facilities. The Committee has telephone numbers of licensed child
care providers but the addresses are- not made public for the safety of the
children.
The Council received the report, asked staff for an action plan to be prepared
within 30 days.

The presentation of alternatives for the CounciPs consideration regarding access'
to the two acre parcel at the northeast corner of East Washington and Ellis

FENCE'..ABATEMENT - 12 HILL DRIVE
The Hearing to Show Cause on an illegal.fence at 12 Hill Drive (Ammons) was
continued from June- 5 `and. June 19. Councilman Tencer stepped away .from the
dais because he owns property in the vicinity. Neither Brian Sobel nor Mayor
Hlligoss were present for the prior discussion; thus requiring that they abstain,-
also. In order for a quorum (4) of the Council toi. consider the matter, it was
agreed that Brian Sobel would vote and Mayor 'Hilligoss ,would abstain.
Principal Planner Pamela Tuft was sworn to tell the truth: After staff's review of
events and report on staffs herculean efforts to resolve the fence nuisance, the
Council recessed to take a field trip up to the location.

It was the Council consensus to have staff. ask the ,developer to donate 4 plants
(up to ten feet high) of "the species, preferred liy the Ammons, for planting on the
Arnmons.property and to require re~uc~t~~n of the side fence height by one panel
and fix the rear- .fence to match When fh°e "plants reach the`, height df the
temporary fence, .the: fence will be returned. to Muncipal'Code -regulations. The
Ammons agreed .to the foregoing provisions. The public hearing was closed and
the matter was; continued for 30 days. Councilman Tencer returned to the dais.

There was no opposition to' Councilman Tencer's request. for development of a
policy covering situations where trees have been. identified to be preserved,, and
for whatever reason they are not preserved, a procedure be in place. requiring
tree replacement.

U. S: Highway 101 Corridor and Transportation Committee: Liaison,, Larry
Tencer a_nd Brian Sobel, requested the. Mayor, send a letter to the Chairman. of
the .Sonoma. County Transportation Committee stating there is no useful
purpose that can result from- continued meetings. of the transportation, planning
committees unless the impasse between the City , of Santa Rosa . _and. the Board
ofSupervisors is :resolved. The County Board of Supervisors will not support. a
tax measure that. funds a road'; bridge, tunnel or other mangier of crossing Spring
Lake Park. The City of Santa.Rosa demands °that part of the proposed Sales Tax
override be spent on a highway that tranverses Spring Lake Park and is thus
successfully ,preventing progress on -the U. S. .Highway 101.. Corridor
improvement pl'anning': truggle. The Council concurred with the request to the
Mayor to send such a letter.
