CITY~PIANNING PROCESS REVIEWED Planning Director Warren. Salmons reviewed the Environmental Impact Report Process, the Growth Management Process, ,and the Subdivision approval process m general and the methods by which the schools are invited to participate in these . processes. SCHOOL DISTRICT PRESENTATION Enrollment, Data Superintendent Cadman :advised that in the early part of the 1980's, the schools were experiencing declining enrollment at the very time ;those planning processes were in the stage of referral to other agencies. However, enrollmert has increased since that time and the ratio. authorized by the .State for calculating anticipated student population, resulted in underestimates. The State ratio used per residence is:.4 elementary, 'students, .1 junior high-school student, and .2 high school students. It takes a minimum of 3 years to plan and build an elementary school and 5 years for building a secondary school. Impact Fee The State of California has established a maximum school impact fee of $1.50 per square foot. Potential Additional Classroom Count. Impact An additional .impact being experienced by schools is a 1990 year deadline to correct non-Field Act structures (relates to earthquake tolerance). Committee Studying Funding Alternatives There is a'blue ribbon' committee to whom the SchogT Board has delegated-the task to evaluate funding alternatives for additional classrooms. Public Comments -Urge developers to sell. land to the schools at 'before'subdivision' prices. -Invite the City Council members to attend the Facilities Needs Committee meetings. Council Comments -Request a information from the school subcommittee on the alternatives that were considered and, if possible, the reasons for rejecting. alternatives.
