4 was required of him by the erosion control regulations.

7 The developer requested an amendment to the tentative map condition for Windsor
s Drive Victoria Subdivision (Summit Above Petaluma) to allow occupancy of 40
9 homes prior to the required construction of Windsor Drive between D Street and
io Western Avenue. Jim Parker speaking as the developer agreed to route
1~ construction vehicle traffic into. the subdivision through Western Avenue and
12 winterize that access, agreed not to open escrow on home number 41 and others
13 until the road is completed. It was moved by John Balshaw, seconded by Larry
14 Tencer to allow occupancy of 40 houses in Victoria Subdivision Unit II prior to
15 completion of construction of Windsor Drive. Appropriate legislation will be placed
16 on the next City Council agenda.

8 Bill Brotman, 2009 Willow, suggested the City consider training senior citizens to
9 help the different City departments. One of the tasks could be tracking illegal left
to turns at places like the westbound exit from Washington Square onto East
ii Washington Street. Another task could be follow-up on use permit conditions.

13 Michael Davis - He was on the Traffic Committee .when the no left turn as
14 described by 1VIr. Brotman was instituted: He suggested an obstacle be placed in the
15 middle of East Washington to further discourage those. left turns.. He made
16 suggestions for improved traffic.flow at Madison and McDowell.
17 Larry Tencer - as the City representative to the 'BART Committee' he noted that
18 BART had not communicated with the various local jurisdictions to determine
19 whether or not there was support for construction of a BART line to
20 Marin/Sonoma. He said the estimated cost for such a project is $2.0 Billion for a
21 line from San Francisco to Novato, and Sonoma County is expected to pay the
22 greater share of the cost: That cost is many times' the estimated U. S. Highway 101
23 Corridor proposed 'improvements. He commented on a recent article
24 in the Argus Courier relating to ducks and the incorrect inference the public may
25 make after reading about the ill treatment of ducks by a southern California city

2 After considerable discussion, the Mayor appointed a subcommittee (Balshaw,
3 Tencer, Sobel)' to meet with the applicant to recommend a method by which the
4 City would maintain ownership of the "Corona .ditch" while allowing construction of
5 the 24 feet of conduit and to assure the installation of acceptable landscape
6 treatment. The subcommittee will develop its recommendation prior to the October
~ 16 Council meeting. The hearirig was closed and the matter was continued to
8 October 16.
