PUBLIC- IMPROVEMENTS AGREEMENT -BAKER COURT The resolution approving a .public improvements agreement for the Baker Court improvements ~ proposed by Gary Faulkner and David Gannon to construct a sanitary sewer :and. street improvements. The Council questioned the amount of benefit the City would experience by installation of`the new six inch sewer and abandoning the existing four inch pipe.. Staff was asked to develop data relating to the number of and cost of City ,personnel hours on the old four inch sewer pipe and report back to the Council at the November 6 meeting. - . Agency (EPA) described the process by which the underground water contamination is being cleaned up by the .Bola Optical Company and .how the EPA is participating in the project. Sola Optical discovered the ground contamination and reported their findings to the PA, retained a geologist to oversee the identification and clean-up. effort, a will enter into an agreement with the City regarding Well Station #5 which is across Lakeville Highway from the site in question (next agenda item). Speakers were .EPA representatives Debbie Low and Michael Montgomery and Mark Adams, Sola Optical's geologist. Mr. Adams noted they are utilizing. monitoring wells for their research. More information will be forwarded to the. City and to the citizens as the process moves ahead. It was emphasized that there is no migration of the products into the City's water supply. RES®. 89-325 NCS BOLA OPTICAL AGREEMENT -WELL STATION #5 Resolution 89-325 NCS_approvng an agreement with Sola Optical, Inc., for reimbursement to the City for non-operation of Well Station #5 during the clean up period. Sola has agreed to pay the City $43;588.60 in two payments for the period of July 1, 1988, through June 30, 1989: Payment for subsequent years is based on a formula set. forth in the agreement. The City Council was asked by Mike Vineteri of the Sonoma County Environmental Health Department' to approve the Sonoma C~oun ~ Hazar~d~us Waste Management -Plan which has been developed e~ °` w°- ~ 4Y -~°s m response to State legislation (Tanner Bill - AB-2948 - 1986). The types of material included in the .Plan are those which pose a threat to human health or the environment by being. ignitable, corrosive, reactive, or toxic. Radioactive and infectious wastes are not included. The. plan. calls for source reduction, reuse and recycling onsite as well as offsite, treatment onsite and' offsite, incineration and secure disposal of recycling and treatment residuals in a repository. The Council asked that the reference to the Storm Water Bypass (Section 12) indicate the drainage course was granted to the City of Petaluma. {The reference indicates the ,grant went to the Sonoma County Water Agency) After reviewing the several .actions .being asked of the City Council, ,the ordinance to approve amendments to the Development Agreement was introduced by Michael Davis and seconded by Vice Mayor Sobel.
