C. Morris, 1276 Marin Way - presented a petition signed by 175 objecting to the 9 action of the Council last- Monday night and disrupting our grogram at the: Senior o Citizens Center by giving 25 to 40 senior citizens privilege of using our facilities from 2 to 4 o'clock for five days a week. This will interfere with our program that has been in 2 existence for many years. We can get probably another hundred signatures if necessary. 3 The hours that are now used are 9 to 4. Your action was- to feed the senior citizens 4 from 2 to 4. If you would change. that. to feed them after 4, it wouldn't interfere with our s programs and it would still be available for those 2S to 40~citizens that want supper. 6 City Manager John Scharer advised the speaker that. the City Council hasn't taken any specific action as to the times of use of the Senior Center for any other purposes. Staff 8 has been asked to work with .:Petaluma People. Services Center and our Recreation staff who are working with the persons using the Senior Center to work out a way to jointly o use the Center. 1 Councilman Balshaw said this is an opportunity for Seniors who have resources and 2 who have compassion to help the Seniors ourselves. 3 COUNCIL COMMENTS. 4 Lynn Woolsey, - we did not handle the: EPA :report on Sola Optical very well at the last 5 meeting:. That repor-,t came: to us so the public. through the television could hear what ~6 ~ ~ was`going on at-Sola Optical. We virtually stifled those comments in that report. In the ~ future now, instead of EPA coming to us, they did not have to come to us. They can s` "~~hold a public meeting without going through the Council. They did not get to complete '9 their report: 0 1Vlichael Davis -commented about° the letter in the newspaper from Mrs. Brotemarkle i which, contained the same .sentiments presented by Mr. Morris at the beginning of the 2 meeting: 'I think this is°an opportunity for Seniors to get involved in helping Seniors. 3 Some statements in the letter were incorrect. a ,Lynn Woolsey - I am anxiously waiting to hear the report from staff regarding s Styrofoam and to hear the response on the color paper suggestions. October 30, 1989 Vol. 25, Page 189 Michael Davis - :as long as we are looking ..into plastic cups, I also want to look into the disposable diaper concern. I would -like the Council to entertain having some sort of proclamation that, we could sent up to the Supervisors to encourage them to come up with a-solution towards using. biodegradable reusable diapers or something of that nature because: of its impact on landfill. John~Balshaw~ - I am still looking for a summary of our various in-lieu fees. and the sites they were assigned to so I can get a total on that. John Balshaw - I would like. for the Council to schedule a discussion within the next 3~ months of a designated City Hall phone number for people to call into if they do have a concern. I don't think it should. be a person, I think it should be a recording so one would know he is not going to get .involved in a long dialogue. It would be a place to register a complaint without either formally writing a letter or to being prepared to speak for 15 or 20 minutes to a staff member. John Scharer -the draft. report on the in-lieu funds has been prepared and the final report should be coming to the Councilman shortly. Mayor Hilligoss - presented a City the to Will Hart, the Angus Courier City Hall reporter who is leaving to go to the Napa newspaper. MINUTES The October 16 minutes were.amended as follows: Page 191, Line 6, place a "period" after "..clean-up effort."; delete the word "and"; insert the word "Sola" will enter....; Page 191, Line 20, clarify following the sentence that begins with "The agreement.. there should be some measurement of performance and a termination to the agreement." Page 191, Line 33, delete "over several months" and insert "a two-year period" ; Page 192, Line 5 ~ - amend the first two words to read, "and emergency" vehicle access....; Page 193, Line 32 -delete "future housing in vacant area" and insert "one acre" Page 193, Line 33 -delete "for homeless families" and insert "for transitional housing for emergency homeless families" Page 193,, Line 34 -revise to read, "COTS wi1L utilize 27 Howard Street for the Winter of 1989 for emergency family shelter." Page 193, .Line 36 -add at the end, "Information to seniors at Lucchesi Center regardirig the arrangements will be clarified." Page 193 -add under COTS, "The Armory will be secured for homeless singles." TRAFk'IC IMPACT FEE The City Council continued their consideration of the proposed amendments to the traffic impact fee .regulations. City Engineer Hargis reported that staff does not see any major projects on Petaluma Blvd. North separate from Rainier that are site specific projects. Staff s feeling is they don't see projects. on the horizon requiring major capital improvement dollars that are not connected with specific projects. Page 190, Vol. 25 October 30;~ 1989 i Priori of Projects - .Allan Tilton. has been working with the Traffic 1VIode1 and by the 2 end o the year this .software will be developed sufficiently to be used. as a tool for 3 prioritizing projects for traffic analysis. _ .. lr°: 4 ~ ~ Traffie-Generatori Rates - `Staff ,has ..studied the traffic generaton..:rates and finds there 5 is only a, alight variation from the .textbook data. The City :Engineer said the `traffic 6 hat the1City continue to ut lize thel textb®ok d ta. e textbook figures and ~recomriended 8 It was ug~ested that a 'base factor be developed to apply to the. total cost of a' project • 9 oven a penod of time. o ~~ -.Project List -The Engineer said the projects used as the base for cost`figures. came from 1 ~ the General Plan at build-out. These are. -the major coxridor 'improvements necessary 2 and what we anticipate as futuie traffic signal needs at build-out. The projects .listed in 3 the report were accepted by the Council as the basis for traffic improvement cost 4 figures. 5 There was .discussion about how to obtain .fair share traffic fee for major changes in 6 employment- count for any given. facility. It was noted that this would trigger building ~ remodelling and consequently- building perrruts would be required, ;thus enabling the s City to identify additional traffic impacts. The Council ,asked that the ordinance reflect 9 the .intent to identify-such employment:°pattern changes. o PM Peak'Hour Counts -Staff was asked to verify the- PNI Peak Hour. Counts. used in the 1 calculations with actual Petaluma traffic counts. Time of Traffic Fee' Payment. -there was consensus the Traffic Fee should be collected at the time of $uilding Permit issuance. Staff will amend the ordinance pursuant to the Council's direction -.and. determine. whether or not the PM Peak Hour counts in Petaluma :match the `textbook numbers. The Council. and staff will discuss the. araffc generation pattern differences .between manufacturing' and warehousing :facilities at another meeting. -Then the draft ordinance will be noticed for- discussion at a Council meeting: RESO.89-331 NCS TRAFFIC CONTROLLER 1 Resolution ~89=33'1 NCS' approving. sole source purchase and installation of'traffic ..signal 2 control equipment from Traconex, Inc; of Santa Clara .for $37,53'6.48, This- is the 3 equipment that is necessary ~ to continue the traffic signal. coordination program. 4 Introduced by Vice Mayor .Sobel, seconded byMichael Davis.' 5 AYES: Tencer; Woolsey; Davis, Vice Mayor So6e1, Mayor I-Iilligoss 6 NOES: None _ 7 ABSENT: Cavanagh 8 COMMERCIAL/INDUST~ZIAL PARKING ItE~UIREMENTS 9 CURB CiTTS Curb Cuts: -After. some discussion, staff suggested the discussion .on curb .cuts be placed on the next agenda.. :~ October 30, 1989 Vol. 25, Page 191 Parking Requirements - , Councilmembers comments; ~ were: as long as it is okay with the neighbors; if, you are going to have development, you must have more parking available:; we should be flexible; the one worry would- be if we create something unmanageable for the Planning: Director; we should have a mechanism in place for parking .,districts or any similar process` to provide parking spaces, where that any new businesses in the area will contribute to the cost; the flexibility could be either exclude the limit of distance or expand the 300 foot limit; diagonal parking could be provided. This was referred to the Planning Commission. IIEALTI~I AND IIUMAN SERVICES PARCEL TAX Vice Mayor Sobel suggested the Council consider asking the voters to. consider a tax which would benefit the ambulance and paramedic services andhuman services such as the Senior Citizen. programs, McDowell Drug Task Force. Questions raised and Council comments were: how much are we currently spending; how much do we need to raise to maintain a certain level of service; do we want to reduce the fee charged individuals for using the ambulance service; what are the anticipated sales tax revenues from the proposed- retail projects;. this. type of revenue should not go to administrative costs; the recipients of .this should be Petalumans and there needs to be a way to identify them; there has to be a priority for children, including the existing programs; priority for these funds should be children. City Manager Scharer suggested the City conduct a survey way of the utility billing mailings. The Council requested the City :Manager develop. a plan of action for Council consideration. PETALUMA BLVD. AND WASHINGTON PROPOSED TRAFFIC LANE IMPROVEMENTS The City Council approved the Traffic Engineer's suggestions for improvements to the traffic flow at the intersection of Petaluma Blvd. North and Washington Street.
