He said there 12 is no effective way to deal with the issue of household hazardous waste and 13 recycling without a mandated transfer station concept within the Solid Waste 14 Management Plan. Institute for 18 Community Planning Assistance. The laigest .number of firms, with the larges"t 19 number of total. employees; were involved m manufacturing, and related activities. 20 One-fifth of the jobs were "reported in the highest paying-categ9res of; professionals 21 - - ~ ~~ "and managers- -supervisors: Three=fifths of the jobs were- in: the lowest paying" 22 secretarial -clerical and laborer =assembly worker categories:. The Council 5 concurred with. the staff :recommendation to amend the wording on Private 6 Transfer Stations as follows: 7 "Private Transfer Stations/Processing; Stations and Landfills -Private companies s may own and operate transfer stations that do not have public access to the transfer 9 facility and that are internal to their operations if they are in conformance with this so Plan. The Plan does not preclude access to a recycling center located on the same 11 site as a private transfer station. 12 "Private companies may own and operate transfer/processing stations and disposal 13 facilities if they are in conformance with this Plan and will be physically and 14 financially complementary to the County's solid waste management system. Public 15 access to these facilities must be approved by the County and by a majority of the 16 cities within the County which contain a majority of the population of the 17 incorporated area of the County. 18 "Private companies who own and operate transfer/processing stations and landfills 19 shall be responsible for their operation in accordance with local, State, district 20 and/or Federal laws, .regulations, rules, et cetera, where applicable." 21 The Council also recommends the establishment of a ,County-wide Recycling ~~ 22 Commission. The nuisance had consisted of blocking fire 44 hydrant, positive latching devices on refrigerators and freezers, storage of 45 refrigerant discharge and lack of screening.
