Adopt Ordinance 1784 NCS including the 1988 Uniform Building Code in the 24 ,1Vlunicipal Code for non-residential construction. After evaluating 14 sites, it was the recommendation of the consultant the City consider the train depot on Lakeville between Washington and D Streets. It was moved by Michael Davis, seconded by Lynn Woolsey to accept the report. AYES: Woolsey, Cavanagh, Balshaw, Davis, Vice Mayor Sobel, Mayor Hilligoss. PUBLIC COMMENT 18 CITY COUNCIL COMMENTS 19 Brian Sobel -noted the State Legislature. has adopted 1,500 new laws which will 20 become effective January 1, 1990, many of which will affect us at the local both 21 monetarily and otherwise. 22 Brian Sobel - requested a meeting of the Housing Subcommittee for the purpose of 23 dialogue with the Senior Citizens at Lucchesi Senior Center to discuss the proposed 24 Senior Meals .Program. 25 Lynn Woolsey -agreed the City should participate in Earth Day 1990. 26 Lynn Woolsey -wanted to clarify her position regarding the pink tent at the 27 Fairgrounds. She was criticized for saying it was okay.for two months but it was not 28 okay ongoing. "I want to be very clear that I thought that tent.was there for the 29 spraying of the Christmas tree sales lot and for selling Christmas wreaths,,vand I 3o thought it was an improvement over what was there in the past." 31 Lynn Woolsey -she received a report from staff and feels good the City :is doing a 32 lot regarding the use of -recycled paper and collecting paper. She accepts .all of the 33 recommendations .and will talk about it later, She stands ,corrected, that all colored 3a papers are not recyclable but: that the :dark coloredpapers are; and would like to 35 suggest that. we follow "the recommendation except.she doesn't think'we should; use 36 any of the bright papers. It is her, recommendation the. City continue with the pastel 37 papers. We don't need the bright oranges and bright yellows. Michael Davis -invited anyone :iny'the television audience to walk along the inear parkway east of Garfield 'along the airport. Mr. Van 20 Bebber also submitted a letter appealing the fire sprinkler requirement imposed by 21 the Fire Department. He was advised that this appeal should be referred to the 22 Board of Building Review. 23 The hearing was opened. Jane Hamilton, 1..10 G Street, noted the Planning 24 Commission action, appears inconsistent with the-General Plan with respect to the 25 Planning Commission decision not to .require an open space/pedestrian access along 26 the river. Royce Van Bebber expressed concern.. about setting a precedent for his 27 neighbors with respect to .agreeing to a "riven open/space easement". He specifically 28 did not want to dedicate an irrevocafile 30 foot easement for river access that has 29 not been designed. Sandra Reed, 217 'Liberty Street, urged everyone to work this 30 out as a cooperative ,design and planning effort with the City facilitating the process. 31 There being no one else-wishing to speak, the .hearing was closed. 32 There was Council discussion about developing:. a :river/open space easement plan 33 over the next two years.
