PRESENT: Tencer, Woolsey, Cavanagh, Balshaw, Davis, Vice Mayor Sobel, Mayor Hilligoss ABSENT: None PLEDGE OF ALLEGIANCE PUBLIC COMMENT Bonnie Nelson, 707 Sycamore Lane, regarding the pigeon discussion at the preceding redevelopment agency meeting: people have lived with and cleaned up after them for years. Owls and cats can be useful for pigeon population control. Regarding. the pigeon excreta„ you might find someone who needs a job to clean it up; and, look at the reminders left by dogs and the males who utilize the walls on Water Street for periodic relief. COUNCIL COMMENTS Michael Davis - the parking lot lights at Lucchesi Community Center were on at mid-day last weekend. He also asked if the City needs to retain a consultant to expedite the process of the Lakeville Highway and North McDowell Assessment Districts. The City Manager will have the City Engineer prepare a report for the Council. John Balshaw, suggested the City ask CALTRANS to indicate on the Petaluma Blvd. South city entrance sign 'Business District". At the earliest possible date, he asked for a mock-up of a single budget page. The City Manager suggested he discuss this with the Finance Director. - Vice Mayor Sobel noted that in view,,of the recent article. in' -the Santa Rosa Press Democrat criticizing the City Council's, man_ ner of voting for Commission and Committee applicants, the Council. should schedule a discussion of the procedure. STUDY,SESSION The City Council recessed to a Study Session to discuss a proposed regulation to maintain view corridors. Utilize a Geometric Formula by determining an Angle Planner Marty Strauss presented a proposed method of determining maximum mass and setback for buildings in sensitive view corridor arterials which consisted of establishing a maximum:angle measured from a point on the street to° the top of a proposed building at the point perpendicular to the point of building setback. He showed how the method would have affected the'building height of the Big "O" Tire shop on East Washington 'Street, as an example, if that acute angle measured 25", 300, or 350 angle measured from street centerline would have allowed the current building height of 30 feet at the current 46 foot building setback line. However, the same angle measured from the middle travel lane would transect the perpendicular at the building setback line, as it is now. The Council considered the proposed geometric formula at length. Page 262, Vol. 25 February 12; 1990 Planning Director Warren Salmons suggested it is: the openness .that results1rom. greater setbacks that result .in the desired effect. Because of the City's formula for establishing maximum building footprint and setbacks, the parking would then be moved from the side or rear of the building, thus providing a minimum of two rows of, parking between the street and the building setback. The Council concurred with his; suggestion and lagreed 'it ;is their intent' that, given choices, they would prefer the openness of this type of building siting.
