Larry 9 Tencer nominated Jack Cavanagh. There being no other nominations, 10 nominations were closed and Jack Cavanagh assumed the Chair as Mayor Pro 11 Tem. 12 INVOCATION 13 Rev. Jim Thibbadeaux, Neighborhood Church, gave the invocation. ' 14 PLEDGE OF. ALLEGIANCE 15 PUBLIC COMMENT 16 Bonnie Nelson, 707 Sycamore Lane, announced her candidacy for City Council 17 in the November, 1990, election. 18 CITY COUNCIL COMMENTS 19 Michael Davis would like the City Council fo consider a requirement to install 20 pellet stoves in new homes. He said they are fuel efficient and burn with little to 21 no particle residue going up the chimney. 22 --Regarding the gangs that have been organized ',by some youth, he suggested 23 that the Police Chief work with the schools and recommend that."gang uniforms" 24 not be allowed on campus. 25 Larry Tencer complimented Dan Simpson of the Petaluma_ Fire Department for 26 having taken the required Fire Courses to become a "Certified Fire Officer". 27 Lynn Woolsey noted there are no longer any children's swings at McNear Park. 28 'She would like to have them back. 29 John Balshaw said the teen programs have been neglected. The City should be 30 the vehicle to encourage some sort of teen recreation system. 31 --Last summer Fred Jennings talked to the City Council about the condition of 32 the fences on Washington Street at the site of the old Friedman's Hardware 33 Store adjacent to the Petaluma River. The site remains the same as it was last 34 summer. This is an intolerable length of time to react to a citizen complaint. 35 Mayor Pro Tem Cavanagh asked for the schedule for the official opening of the 36 Marina. TAMES ESTATES L.A.D. 40 Resolution 90-61 NCS' ordering improvemerits for St. James Estates Units '1 and 41 2 Landscape Assessment District. 42 * * * * * End of Consent Calendar March 5, 1990 Vol. 25, Page 275 PETALUMA REFUSE ANNUAL REPORT 2 Pursuant to the agreement between the City and Petaluma Refuse Company, 3 Kevin Wallbridge of .Empire Waste Management (Petaluma Refuse) presented 4 their Annual Report to the City Council and information on the rate increase. 5 Based on the formula for a weighted rate increase (Consumer Price Index - 50%; 6 Disposal Fees - 20%; and fuel costs - 10%), the new rate will be up 10.6% from 7 $6.50 to $7.20. The disposal fees have increased 25% and the fuel costs are up 8 35.9% during the past year. 9 He noted the local curbside recycling is up to 175 tons a month; 75% of the 10 households are recycling; 684 .tons of debris and 97 55 -gallon drums of 11 household hazardous wastes were disposed of by Petalumans during the two 12 clean-up weeks. Newly accepted at the recycling scene are plastic milk and 13 water jugs and large soft, drink containers. They also asked 27 about the possibility of a temporary (one month or longer) vacation service 28 suspension. After the Planning staff presentation. by Marty Strauss, the Council 16 made several amendments to..t_e, Crop ordinance prior to its introduction. 17 The City Council asked staff } a basis on which the City can choose not 18 to award any allotments.
