5 PRESENT: Tencer, Woolsey, Cavanagh, Balshaw, Davis, Vice Mayor
6 Sobel, Mayor Hilligoss
7 ABSENT: None
8 PUBLIC COMMENT
9 Bonnie Nelson, 707 Sycamore Lane - suggested that all City Council candidates
10 should be assisted with the cost of printing Candidate Statements in the sample
11 ballot.
12 COUNCIL COMMENTS
13 Michael Davis - asked the status of the report on co -generation of methane gas
14 to energy at the sewer plant.
15 - Is greatly concerned about the use of the Public Comment portion of the City
16 Council meetings for political statements.
17 - Asked if some member of staff is gathering information on pellet stoves and
18 asked for a study session to pursue an ordinance requiring installation of fuel
19 efficient wood burning stoves.
20 Vice Mayor Sobel - the Public Comment portion of the agenda is for persons to
21 comment on matters that are within the purview of the City Council but not for
22 political purposes.
23 Lynn Woolsey - in the Haight -Ashbury area of San Francisco there is a "work -
24 for -shelter" program that may be a good model to consider for Petaluma.
25 John Balshaw - it seems -appropriate that the persons who are interested in
26 serving the City of Petaluma (as Councilmembers) be given the opportunity to
27 review and comment on our budget to the extent of what the City should and
28 should not spend money on. He would like to give the prospective Council
29 candidates an opportunity to say what they would or would not do. He suggested
30 it isn't necessary to wait for the City Council candidate filing period. in
31 July/August to begin to participate, if someone really wanted to serve the City.
32 He asked.for time on a future agenda to discuss. this.
33 -The street at the airport has been torn, up to install a firelydrant. He suggested
34 the Council develop a policy on :street excavation. : There should be more
35 coordination between the departments and- the Public ,Works Department
36 should have more authority to control 'street trenching projects. Is there an
37 alternative to placing utilities in the street? Other cities prohibit this activity and
38 require tunneling instead. He requested this be schedule_ d for discussion on a
39 future agenda.

2 MARINA - LASTING BICENTENNIAL PROTECT
3 City Historian Ed Fratini requested the City identify the- Marina as the "Lasting
4 Bicentennial Project" when the new Marina is dedicated this Spring. He noted
5 the Bicentennial Committee has been working on the project since the
6 Bicentennial and recognition of their efforts would be appreciated.
7 The following items from the .Consent Calendar were adopted by a single motion
8 which was introduced by Jack Cavanagh and, secorided by John Balshaw.

25 Resolution 90-70 NCS ordering annexation of, 1500 Petaluma Blvd. South

27 Blvd. South fronting the northerly boundary of the, property as a non-contiguous
28 annexation.

30 HIGHWAY 101 CORRIDOR
31 Vice.Mayor S.obel.noted that there are only two Sonoma County municipalities
32 that support a growth management condition to the Highway 101 Corridor plan.
33 It was agreed that therewill most likely not be consensus among the 8 ,cities on
.34. all the, issues;,however, it, is;. important that the process move along in, order'in a
35 timely marine: in order to' allow it, to be placed on -the, Countywide .November,
36 1990, .ballot. ' Santa. Rosa Mayor'Jack Healy has sent the City of Petaluma a
37 letter regarding a proposed Joint Powers Agreement to handle the railroad
38 right-of-way acquisition. This has been scheduled for a discussion on the March
39 49 agenda.

FIRE DEPARTMENT REPORT
2 Fire Chief Terry Krout presented the Fire Department report.
3 Growth - Residential Housing construction is estimated to total 400 units per
4 year. ,through the year ,,1995, which will result in a population of approximately
5 52,000, `with the predominant increase in the Corona -Ely area. Escalating land
6 values will most likel'y.result in construction of 2 to 4 -stork residential complexes.
'7 Impact -'increased calls for service, emergency medical service, hazardous
s materials spills, specialized equipment needs.
9 Growth - Commercial Growth is anticipated to be approximately 600,000 square
10 feet by 1995. Warehouse . Growth is anticipated to be approximately 1.5 million
1.1 square feet. Impacts - increased frequency of inspections, increased hazardous
12 materials use acid storage, specialized building construction and an increasing
13 level of built-in fire protection, as well as specialized training for suppression
14 and inspection_ personnel. New aerial equipment needs will be determined by
15 size and height requirements of new construction.
16 'Growth - Educational Facilities The Santa Rosa Junior College south county
17 campus on Ely Blvd'. ,North and several new schools in the Corona -Ely area will
18 trigger the need for additional aerial apparatus. Additional Emergency Medical
19 Service calls and traffic related emergency response will also be experienced by
20 the Fire service.
21 New Projects - The Petaluma River and Marina, Municipal Airport, and
22 parkland expansion adjacent to the airport will all generate additional service
23 requests.
24 Anticivated Needs - In order to manage Department growth, the Fire Chief
25 proposes development of a Master Fire Plan and levels of fire service by 1992.
26 Personnel requirements include establishment of the positions of Public
27 Education Officer, Hazardous Material Inspector, Administrative Training
28 Officer, hiring of twelve suppression personnel, and one clerical staff. In
29 addition, the mandatory specialized hazardous materials training time has been
30 increased from 8 hours to 200 hours per person. Training time will have to be
31 allocated for the additional specialized instruction for Building Inspection and
32 Code enforcement techniques, disaster and water rescue and the required
33 continuing education for emergency medical service.
34 Additional vehicles will be necessary for the additional staff. Also needed are a
35 replacement ladder truck with a 75 -foot or greater reach, a brush vehicle and a
36 new ambulance.
37 The computerization process will continue. Additional software and increased
38 data storage will allow fire reports and other data to be stored and manipulated
39 in the manner in which the City desires. Computer Aided Dispatch (CAD) is
40 also technology that may be on-line in the next few years.

The four minute resvonse time is eroding. The Department' anticipates- the need
for Fire Station 4 with the decentralization of the Main Station on D Street at
the Petaluma River to .two stations on the west "side of the river. There is the
potential need of a fifth fire station by the year 2005, Additional classrooms for
training may. be constructed which would include facilities to be_�used by both
Marin and Sonoma Fire personnel.
It' was explained the four minute response time :relates to the, timing,.of :,a 'fire
from ignition, to telephoning the Fire Department, (4- minutes response) to
pumping of water. A fire quickly reaches .a peak where the burning structure.
becomes .super heated . to .flash -over increasing . the threat to both .life ;and
property. This.flash-over:stage is reached in a very short period of -time.
