MINUTES: The January 30 minutes were approved as submitted. The
February 1 minutes were amended as follows:
Page 17, Reso. 88-29 NCS, City Engineer, revise definition to
read, "Under administrative direction of the Assistant City
Manager, to plan and direct all activities of the Engineering
Department;..etc.";
Page 18, .Reso. 88-30 NCS, Director of Public Works, revise
definition to read, "Under administrative direction of the
Assistant City Manager, to plan and direct all activities of the

sidewalks (excluding poles, posts., utility boxes, et cetera),

MAIN STREET ASSDCIATION
AGREEMENT WITH CITY
Finance Office David Spilman reviewed the proposed agreement with
the City Council. Several amendments were made to the draft
agreement and staff will revise the language and bring it back to
the City Council on March 7. The Council specifically noted that
the Transient Occupancy Funds the City grants the Main Street
Association is not to be used to advertise for the benefit of a
specific business or specific types of business.

AIR QUALITY MONITORING
Reso. B8-42 NCS authorizing City Manager to sign an agreement for
professional services for air quality monitoring at the City
Landfill at the end of Casa Grande Road. This State mandated
monitoring is for active solid waste disposal sites to
characterize landfill gas, to detect gas migration and to monitor
ambient air adjacent to disposal sites.. Introduced by John

PUBLIC COMMENT
Helena McDell, 623 Keller Street, presented a copy of the City of
Sausalito tree ordinance and asked the City Council to consider
adoption of regulations to save old trees from being cut down
indiscriminately. Adam Wah, 603 Keller Street supported this
request.
COUNCIL._COMMENTS
Brian Sobel publicly commended the Police Dispatchers (Thony
Mulcahy and Teresa Kimari, who, by telephone, helped save a baby
in distress.
John Balshaw requested an agenda item to discuss (within the next
several meetings) ~wh t Swhe~are going to do for the youth of the
community; and ~~-~~ noted that the last Planning
Commission meeting was only 18 minutes long, and suggested that
some of the 384 Programs to be implemented from the new General
Plan could be part of their agenda when this occurs in the future;
the Council asked for a study session on tree preservation.
RENTER ASSISTANCE
PROPOSED ._PROGRAM
The Council discussed the program as proposed by Planning staff
and made several suggested changes which will be incorporated in
documents to be brought back to the City Council on February 29,
1988.

NUISANCE ABATEMENT
There was no opposition to the Mayor's suggestion to move this
public hearing up on the agenda. Planning staff reviewed the
history of the nuisance which consists of conducting a contracting

permit.n The February 1b, 1.88, staff repor~ outlined the various
written communications with the property owner regarding these
items. There has been no affirmative action on the part of the
property owner to remedy the situation. The public hearing was
opened. Joan Magani, 318 Howard Street, related her observations.
The City Attorney advised that the property owner telephoned the
City Attorney's office to say he would be out of town this weekend
and requested postponement of the hearing; however, testimony
indicated the gentleman was in town last weekend.

headquartered in Petaluma and ffi3.00 per foot all year for
transient vessels. Introduced by John Balshaw, seconded by Vice

The City Council discussed the proposed Sonoma County Flood
Control Zone 2A flood control project list and recommended that
money not be spent on San Antonio Creek improvements (includes

PEACE POLE

installation of a Peace. Pole in 'the future Peace Garden to be

different languages.

Development for additional occupancies of the complex prior to
completion of the required improvements to Ely Blvd. North. The
resolution introduced by Larry Tencer, seconded by Jack Cavanagh
to authorize occupancy of 16 additional units with•12 remaining

Walters, of Petaluma Refuse Company, was present to answer the

There was considerable discussion regarding the award.of
allotments for the 1988 Construction Year, which is the. interim
year between the old Residential Development Control System and
the revised Growth Management System which will take effect for
the. 1989 Construction Year. Staff will bring back.a resolution at
the March .7, .Council; meeting.

Code relating to Growth Management System. Introduced by Larry
