P.RESE„N,T.; 5obe1, Balshaw, Cavanagh, Davis, Tencer, Vice Mayor Woolsey, Mayor Hilligoss ABSENT: None PLEDGE_OF _ALLEGI,ANCE: The Pledge of Allegiance was led by Dorothy Morris, --- _ Chairperson of the Recreation, Music and Parks Commission. PUBLIC.__COMME:NT,: Margaret White, 318 Western Avenue, _read of a list of name=_ of businesses that she said were no;t included in the Finance Director's count of businesses in the Parking mnd Business Improvement Area. . Ken Bradley, 114 Petaluma Blvd. North, asked why his business license was not issued and spoke in opposit"ion to the Main Street Association and said he feels it is not a legal action of the City. Glenn Head, 402 Hayes Lane, suggested that this is the time for compromise among the downtown merchants groups. COUNCIL CDMMENT5: Jack Cavanagh, asked that some of the foregoing questions be answered on a future agenda. Vice Mayor Lynn Woolsey reminded that there will be a Hazardous Materials presentation to the community Thursday, March 17, in the Council Chambers at City Hall. Mayor Hilligoss noted the U. S. Army Corps of Engineers has reinstated the Petaluma River Dredging, 1988, into their project list for the year. PARKING AND BUSINESS IMPRDVEMENT AREA REPDRT - CITY ATTDRNEY Regarding the ongoing allegations. by a segment of the downtown businesses that the Parking and Business Improvement Area is not binding City Attorney Joe (ores advised the Council that the Streets and Highways Code authorizes the Council to adopt. a. resolution of intention to establish a parking ahd business improvement area at any time and under any circumstances.. And, to interpret the law any other way would be to deny the Council its legislative authority to act on behalf of the citizens of Petaluma, who have elected the Councilmembers to perform legislative functions. PARKING AND BUSINESS IMPROVEMENT AREA REPDRT - PAYMENT STATUS Finance. Director David Spilman advised the Council that ?7 Retail, 14 Professional, 9 Financial and 21 Other businesses in the Parking and Business Improvement Area have not paid their Downtown Parking and Business Improvemeht Area -arse sments, The City Council authorized staff to proceed with collection processes as they have done in the past with delinquent business licenses. The Council discouraged C as 1 bicycle paths that will interface with do and off ramps which are situated behind the street "Stop Line" at intersections due to the potential of .conflict between automobile turning movements and bicyclists. • Consensus .was reached on these specific items: - Class 1 Bicycle Lanes: there should be no Class 1 bicycle lanes on the other side of the sidewalk from the street. - G1 ass 2 Bi cycl a Lanes: thi s i s the preferente• of th'e C-ounci 1 . - Where there is a bicycle path noa and insufficient street width far bicvcle lanes as well as vehicle travel lanes, the bicycle path should be rerouted. - Rainier Overcrossing: there shall be a two=aay hike path on one side of the overcrossing anal a sideaalk on the other side. - No Class 1 bicycle path shall be created where it aould conflict with automobile movement on freeway on and off ramps. - The future Petaluma Campus o,f the Santa Rosa Junior College (Ely Blvd. Northl should be part of the City's bicycle path network. - The East Washington hike path should be rerouted to Caulfield Lane over crossing. City Engineer Tom Hargis noted the cu"rb anchor standard has been revised to reflect a five-foot gutter pan which will eliminate the potential of surface irregularities at the convergence of pavement and gutter pan, ADJOURN The meeting was adjourned at 9:55 p.m. Mayor M.
