REPORT
Planning Director Warren Salmons gave a progress report on the Second Mortgage
Program and noted there will be a workshop on shopping for a home and shopping for
a mortgage on April 14. Staff will prepare an update repo-~ to the Council in their
packet next month. It was agreed that only the names~T~ ~e"r~~ients of the second
mortgages would be a Public Record.

AIRPORT:DEVELOPMENT FEES
The Airport Commission recommendation on development fees included waiving the
Community Development Fee and the Storm Mitigation Fee for.all private
developments on the airport. At a previous meeting the City Council agreed that their
airport development had already mitigated its storin..water runoff so the waiving of the
Storm~Mitigation Fee would be appropriate. The City Council further aggrreed that a
sliding scale of development fees relating to the ppercentage of income which would be
aecon d fromB a airport would be appropriate. It was moved byJohn Balshaw,
ded by nan Sobel to approve the recommended fees and to direct .staff to
prepare a resolution for the Council's consideration at a future meeting.

received from Hoggan and Schoch of Sebastopol for $5,900.00 (fifteen day completion).
Due to the critically short time-frame for the preparation of this project, staff
recommended the bidder with the ten day -turn-around. Introduced by Michael Davis,

Brian Sobel - As;the City's representative on the Sonoma County Transportation
Committee which is studying'transportation in Sonoma County suggested `his Council
member alternate be Councilman Larry Tencer. There was no ob~eetion to that
appointment.
John Balshaw -Asked. that the subject of the Council's intent on granny units be
scheduled for discussion.
John Balshaw -Suggested. the Council have a general meeting with both .the .Planning
Commission and'the Site Plan Architectural Review Committee to discuss the Council's
expectations of those bodies.

Jeff Harriman requested the Council approve the recommendation from the Farmers
Market Board to move the Farmers Market to the Center Park area and each Friday
from 3:00 to 6:00 p.m. commencing. June 3 through I Halloween. It was moved b~
Michael Davis, seconded by Vice .Mayor Woolsey to approve the recommendation
from the Farmers Market Board to move the Farmers Market from the A Street
Parking Lot. to the Center Park area. and' approve that use each;Friday afternoon

PETALUMA PEOPLE SERVICES CENTER
LOCATION/FINANCIAL. SJPPORT
The request from the Petaluma People Services Center (PPSC) for space until.. a new
facility can be .constructed was presented by Tom Gaff, a member of their Board. of
Directors. It was the~Council's consensus that the organization may use the City owned
house at 27 Howard Street on, an interim lease for $1.00 a year.

Upon completion of the soils survey at Ellwood Community Center, the City will be in a
pposition to determine whether or not they may continue with plans to construct a
building for the PPSC on that site. That'information should be available in
approximately 30 days.
Regarding their request for financial support, the City Manager advised the General
Fund balance does .,not allow any leeway for the financial support the organization
seeks. He suggested they apply for funds at:the County level of government.
HUMAN SERVICES COMMITTEE _
OF THE CITY COUNCIL
It was the Council's consensus to rename the Revenue Sharing Committee as Human
Services Committee. The members of that committee are Jack Cavanagh, Michael
Davis, and Larry Tencer.

The Council approved the request from South Point Industrial Park/Charles Stephens -
Pinecreek Propperties - for an amendment to their tentative map/parcel map
conditions. Reso. 88-110 NCS approving tentative/parcel map amendments and
authorizing agreement for North McDowell Assessment District, introduced by John
Balshaw; seconded by Vice Mayor Woolsey.

The public hearing was opened; no one wished to speak. The public hearing was
closed and Reso. 88-111 NCS ordering abatement of nuisances consisting of weeds
growing upon public and private property in the City of Petaluma and ordering the Fire
Chief to remove said weeds by contract or by his own forces was introduced by Jack
Cavanagh and seconded by Michael Davis.

The Council heard the. appeal received from Richard Lieb regarding the Planning
Commission denial of a requested variance for a substandard front yard setback for an
accessory .dwelling applied for by the McClures ,at 26 Eighth Street. The applicant
questioned the ;proposed requirement for separate sewer and water lines .as opposed to
connecting.. o the: service, from the street to the main. structure. The public hearing was
opened. Speakers were Richard Lieb; Ernest Lichau, 22 8th Street, who spoke, in favor
of the applicant; 'and Robert McClure, the appplicant, who advised. he is installing a fire
sprinkler system in the accessory dwelling. There being 'no one else wishing to speak,
the hearing was closed. After considerable discussion, it was moved by Michael Davis,
and seconded by John Balshaw; to appprove the use permit for an acc"essory dwelling, the

The Council considered the letter received. from Bonnie Mogel on behalf of Lucinda
Hoer, the owner of. Bodega Vista II (located at 334 Bodega Avenue), appealing the
Planning Commission February 23 action denying° Bodega Vista ~II rezoning and
conditional use permit. * (The Commission vote was ,a :tie, which,. according to the
Commission rules, is equivalent to a denial.) The hearing was opened. Saito
Rocheleau represented the.. applicant. They hope to be under construction this Summer
at the same time the neighboring property is developed (Klebe). Lucinda.. Hoen also
requested the Council act favorably. -There being no one else wishing to speak, the
hearing was closed. Reso. 88-113 NCS upholding thy; appeal and conditionally
approving the Unit Development Plan, Parcel Map and dwelling~group conditional use

ANNA'S MEADOWS
The Council considered. the application by Young America for Anna's Meadows
located at the northeast corner of South McDowell Blvd. and Casa Grande Road. Jon
Joslyn represented the. applicant. The Council and a plicant agreed that as many of
the trees as possible (excluding the eucalyptus variety will be saved. The street trees
will be included in a landscape maintenance assessment district and the Site Plan
Architectural Review Committee will. approve the street strip landscaping. The Council
added a .condition to restrict side yard parking on the end lots of the center block and to
prohibit overnight parking. It was also agreed that reference to prohibition of accessory
dwellings will be deleted from the conditions. Lally Beckler, 2034 Crinella expressed
concern that a two story house may be constructed adjacent on the adjacent lot. Doug
Spares, Daniel Drive, asked for a stop sign at Anna way and Daniel Drive and
expressed concern about potential flooding: ~ A~~man"from-the neighbor-hood asked that
the tot lot be changed to a mini-park.

FLOOD MITIGATION REPORT
The Council considered a proposal to contract. with a consultant team to .prepare an
EIR/EIS for the Sonoma County Water Agency Petaluma River Watershed Master
Drainage Plan. After some discussion, the proposal was referred to the Council Flood
Committee.
REDWOOD BUSINESS PARK
STREET ABANDONMENT .
The Council :authorized staff to proceed with abandonment proceedings for a portion of
Redwood Way because the location has been slightly altered from the original
Redwood Business Park- Final map. It was moved by. Michael Davis, seconded by John

WATER- - FU~'TL7RE REQUIREMENTS
The City Engineer presented the proposal to request the City's future water
requirements from,the Sonoma County Water Aggency. It is .estimated that. a future
expansion of 4:7 million gallons of water per day from the Sonoma County Water
Agency Aqueduct would be a prudent amount to request to support the City of
Petaluma's needs through the year 20.10 to serve the estimate _ po~ pulation of 67,644 at
the General. Plan build-out. The- Water Master Plan assumes Z4.5% residential
consumption at a 145 :gallons ,per capita per day usage rate. The motion to request an
additional 4.7 million gallons of water per day from tl1e. Sonoma County Water Agency

FUTURE 'TRAFFIC ALTERNATIVE .MODELS
Larry Tencer advised that the traffic consultant being utilized by the U. S. Highway 101
.Corridor Committee recommends that their-focus for future modelling of traffic
alternatives for the Highway 101 Corridor include rail/busway and highway/busway in
.various segments of the highway corhat in 1985, 20,800 Sonoma County residents were
commuting south.

That number represents nearly`one third of Sonoma County's working community. This
number is projected to double by the year 2,00.5. Four percent of the Sonoma County
residents are commuting to San Francisco; 6% of Sonoma residents are commuting to
Marin County. Of the Sonoma County residents commuting to San Francisco, 22% are
utilizing transit as .opposed to the 3% of Marin County's San Francisco commuters who
utilize transit. There is some discussion of raisin the funds that will be needed to
make any improvements through a.one-half cent increase in the sales tax. Considering
the estimated population increase between now and the year 2010, any improvements
to the flow of traffic on Highway 101 would barely maintain the existing conditions, not
improve traffic flow in the Highway 101 Corridor.
SONOMA COUNTY TRANSPORTATION COMMITTEE
APPOINTMENTS _
Brian Sobel requested consensus of staff appointments to the Sonoma County
Transportation. Committee of City Engineer Tom Hargis and Planning Director Warren
Salmons. There was no objection.

submitted to Sonoma County voters in the June 7, 1988, election. Introduced by Vice
