A SPECIAL MEETING BETWEEN THE CITY COUNCIL AN;D THE PETALLJMA PLANNING COMMISSION MONDAY, APRIL 11, 1988 ROLL CALL PRESENT COUNCIL MEMBERS -Sobel, Balshaw, Davis, Tencer, Vice Mayor Woolsey, Mayor Hilligoss ABSENT: Cavanagh COMMISSIONERS -Bennett, Parkerson, Read., Tarr ABSENT: Doyle, Chairman Libarle PUBLIC COMMENT Jane Hamilton, 110 "G" Street spoke regarding the preservation of historic buildings in the area of " G" Street and Second Street. Ms. Hamilton and neighbors are opposed to an administrative decision to classify Mr. Harold Metcalfe's business as a permitted use. The opposition is that this would be detrimental to the character of the neighborhood. COUNCIL COMMENT: Mayor Hilligoss attended Barbara Boxer's luncheon as a guest of Viacom. PETALUMA CITY COUNCIL/PETALUMA PLANNING COMMISSION ZONING ORDINANCE Mike Moore presented the~~~Council and Commission with an overview of the revision of tlie'~~Zoning Ordinance. The first step in revision is to review the Statements of Intent. This is a critical step as we are embarking on a departure from the Zoning Ordinance that is now in existence. One of the shortcomings in our present Zoning Ordinance is the inability to differentiate between new, development and existing development. One of the most significant aspects of this new Zoning Ordinance revision is suggesting the creation of three categories, Developing, .Established and Transition. Within each category is a distinct district. These categories would govern the type of regulations that apply in each district. The established areas are areas that are not going to change over time. They are the City's existing residential areas. People are more concerned with an adclition to an existing structure and the regulations should reflect this. 1 Vo1.24, Page 65 More flexibility will be implemented into the Zoning Ordinance. By having amore flexible ordinance it would allow for the different types of development trends therefore, it will work better for the City and the property owner. The transition phase of the Zoning Ordinance are areas where the City, according to the General Plan may see a drastic change over a period of time . For example the mixed use areas such as the Marina which is at the present time Shollenberger Parka Over a period of time that will be developed into a marina with some commercial and hotel uses etc. Another mixed use area is an area along Petaluma Boulevard North where the City through the General Plan process wants to encourage a mix of residential and commercial with commercial fronting on the boulevard., ~, and residential set back facing the river. The City might want to change thoroughfare commercial areas over a period of time as a way of upgrading such as Lakeville Street. Staff is also attempting to tie the new- ordinance and district titles to the General Plan map, so as not to create a situation as we have now where there is a category called Urban Standard on the land use map, and on the General Plan map and also a zoning category of R1-6500. The zoning category would be called Standard Residential and would relate to the Urban Standard category using the same terminology in both documents. Legally the zoning ordinance is required to be consistent with the General Plan and we feel that all these steps we are taking with the revision will be to make that happen. We have a good opportunity to bring both together and have them work together as they should. The Statements of Intent will proceed each district designation in the Zoning Ordinance and are intended to provide a certain amount of guidance for staff in decision. making . The Statements of Intent are ~ important as far as providing direction for what staff and decision makers need in trying to make determinations whether a use is appropriate in a certain district. Staff would like a ~ recommendation from the Council/Commission.. The committee has reviewed this previously and was generally in favor- of the approach staff is taking ~ and the direction we are going .. The committee's recommendation was that once all the Statements of Intent were completed that staff go before the Council and Planning Commission to present not only the Statements of Intent but the format and ideas . i i I, 2 Vo1.24, Page '66 Mike Moore also stated that developing standards and other parts of the Zoning. Ord will all come together at some point to form a complete document . Each Statement of Intent was reviewed by the Council and Commission. Suggestions and ideas were formed. Language revisions will be implemented and brought back at a future date as each step is made in the formation of this document. The joint meeting, was adjourned. Recess TEN GENERAL PLAN PROGRAMS The Council review their lists of General Plan Programs and selected what they believed to be the top ten (10) priority programs. 1'. 03.0.1.0 Identify views of community-wide value to be preserved and enhanced. 2. 03.24..0 Formally identify significant historic buildings and areas. 3 . 03.. Z6.0 Create one -or more historic preservation districts . 4. 07.32.0 Give top priority to teen gatherings at Kenilworth Recreation Center. 5.. 08..04.0 Establish Economic Development Commission. 6. 08..10.0 Encourage. employers to locally advertise new job opportunities and requirements. 7. 08.13.0 Identify available sites that meet expansion needs of businesses targeted by the Economic .Development Commission. 8, 10.04.0 Investigate and initiate methods of financing highest priority circulation improvement. 3 Vo1.2.4, Page 67 9. 10.05.1 Develop data base and criteria to carry out policies 1 and 2 relating to level of service . 10. 10.31.0 Expand, improve and connect bicycle routes. Staff will develop .'time lines and work programs for each of the above and will provide them by May 15, 1988.
