FTA Section 5307 funds;are allocatedby formula to'Urbanized Areas within the-region. Since 2008, , Petaluma Transithas;obtained,5307 funding•to`replace buses andparatransit vans, to support preventative maintenance, to purchase communications equipment and'electronic fare boxes. The Metropolitan Transportation Commission (MTC)irecently issued'solicitation of transit projects from eligible grantees for FY 2012-'13. The application',requires a resolution of support and commitment by the City Council; The City of Petaluma, along:with Golden.Gate Transit and Sonoma County Transit, is eligible to compete forTinds within,the.Petaluma Urbanized Area Although this is°a,federal fund source, the:MTC is the designated recipient for all the Urbanized Areas within the Bay Area. To facilitate the distribution of funds within the region,rthe Commission has develop ed a project programming;process for allocating funds to the individual transit operators within the region, called the Transit Capital Priorities Program`. 'In Most years,.the-region receives only enough funds to cover thisneed., DISCUSSION The projects proposed for funding in this grant are-vetted at the region through 14 ITC's regional Transit,Capital Priorities programming process,.and tncluded<in each°transit=agency's Short Range Transit Plan(SRTP)., TAC considered these projectsas part of their review of the draft SRTP: The City of Petaluma:is;requesting funds to replace 5two paratransit vans, augment phase II of the Transit Facility.Rehabilitation project additional security upgrades, replace.the maintenance:shop bus lifts and support the preventative maintenanceprogram. • Two of these projects,(security upgrades, and bus lift replacement) provide funding to assist with elements.Of die Transit Facility Rehabilitation Project that were+not deliverable.in Phase 1. The 'security.upgrades include new fencing, and access-controlled gates„as well as improved yard lighting}and video surveillance. The:bus lifts will replace the 20+•year::,old mobile bus lifts currently in°use that are beyond their established useful'lifespan. It is possible that other City departments may share this equipment The paratransit vansreplace;paratransit vans that have exceeded'their useful lives. The;preventative maintenance funding supports the Operations Budget by covering much of ther5annualdleet maintenance costs. The proposed action tneetsCounciiGoal: "Plan for and implement priority capital projects as funding'permits". FINANCIAL IMPACTS Matching funds-for'the projects will come from:existing Transit.Development-Act(TDA) reserves. Petaluma Transit's'reservesare=approximately;$680,000 at.the.beginning of FY 12-13. The total cost of the projects and equipment under the sabject grant.is`$,714,000. The local match of$31,250 for-the:preventativeanaintenance is.included in Petaluma,Transit's operating budget for FY 12/13.' The local match for the capital projects and•equipment purchases of $108,886 will be'identified:in the FY13/14 Transit capital outlay budget. AUTHORIZING THE FILING OF AN APPLICATION FOR FTA SECTION 5307 FUNDING1FOWREPLACEMENT OFTWO PARATRANSIT VANS,TRANSIT FACILITY SECURI-TY UPGRADES, MAINTENANCE SHOPLIFT REPLACEMENT • AND PREVENTATIVE MAINTENANCE PROJECTS;COMMITTING THE NECESSARY LOCAL MATCH,EOItTHE'PROJECTS-AND STATING THE ASSURANCE OF THE CITY OF PETALUMA,TO COMPLETE THE PROJECTS WHEREAS;;MAP-21, the Moving Ahead:for Progress:ah the 21st Century Act (Public Law 112-141), continues thejFederal Transit.Administration Formula.Programs(23 U.S.C. §53) • andSurface Transportation;Program"(23`U.S.C. § f33); and • WHEREAS,,pursuant to the regulations promulgated under MAP-2I, eligible project sponsors Wishing-to receive Federal Transit Administration:(F-TA).Section 5307 grants for a . project shall submit an application with.the appropriate'metropolitan transportation planning organization (MPO), for review and inclus ion in the MPO's•Transportation Improvement Prograni'(TIE,);and WHEREAS, the!Metropolitah Transportation Commission is the MPO for the San Francisco Bay region; and • WHEREAS,the Cityof Petaluma•isaneligible project.sponsor.;for.ETA Section 5307• funds; and ' WHEREAS, the:.City-of Petaluriia+wishes to•suliniit asgrant.application to MTC for funds from the FY 2012-1Y to FY'2013-14iFTA;Section 5307 Program for_the following projects: Replacement of Two Paratransit Vans, Transit Facility Security Upgrades,:Maintenance Shop Lift Replacement, and preventative maintenance; and WHEREAS, MTC requires, as part of the application, a resolution stating the following: ,as, the commitmentofnecessary local matching funds of atleast 20°A) for FTA 5307 . funds;°and' b. that<the.sponsonund'erstands thatahe_FTA Section 5307,-Programs fundingislixed_at the programmed aniount, and therefore, any-cost increase`.cannot be expected to be 'funded with FTA Section 5307 funds;and' • ,c;; the assurance of the sponsor to,complete;the,project,,as described in theapplication, and if;approved, asgprogrammed in MTC's TIP; and d. thatthe•sponsor understands that FTA-funds+must be obligated within three years of -prbgraihming, or the project may be reiiioved'from the program. • NOW, THEREFORE, BE IT'RESOLVED, by the City.Council of the City of Petalunia•that: 4 • • • . 1. The City of Petaluma is an eligiblesponsor;ofprojects in;the:FTA'Section 5307 Program. 2. The City of Petalunia is authorized;to submit'an application for FTA Section 5307 funding for replacement:of two paratransit vans, transit facility security upgrades,maintenance shop lift replacement, preventative maintenance+in the expected amount of,$573,864 ("the projects")and accept said grant, subject to increase.or decrease of the total funded amount in , the FTA/MTC process. 3. There is no legal impediment to the'City of Petaluma?inaking;applications for FTA Section • 5307. 4. There is no pending"or threatened,litigation.which might-Many i any way adversely affect the proposed project, or the ability of the City of Petaluma,to,deliver such project.. 5 The City of Petaluma isautliorized:to execute and file an application for funding under FTA Section 5307 of SAFETEA-LUin the determined amount;for'communications equipment procurement, and preventative maintenance, 6. The Petaluma City Council,.by adopting this resolution, does hereby state that: a The City of Petaluma-will provide a local match'of at least 20% for FTA Section 5307 funds. • b. The;City of.Petaluma,understands that the FTA Section 5307 funding for the project is fixed at the amount determined by the Metropolitan Transportation Commission, and that any cost increases must be funded-by the City of Petaluma from local matching,funds, and that the'Cityrof Petaluma does• expect any cost increases to be funded'with FTA Section 5307 funds.. • c. Communications equipment;procurement,;and-set-aside/preventative maintenance will be completed as described in this;resolution and, if approved, for the amount shown in the!Metrropolitan Transportation Commission (MTC) Transportation Improvement-Program (TIP), with obligation+occurring'within the timeframe established below. • d. The program-funds are expected to be obligated within.thrree years of the project being,programmed.for in the TIP. 7: A copy of this resolution will be transmitted to the MTC prior to MTC programming the FTA Section 5307 funded projects ih the Transportation..Improvement-Program (TIP). 8. The MTC is requested to support the application for the project described in the resolution • and to program the project, if approved, in MTC's'TIP. • • • 5•
