P~LIC 'CO ~ ~~- Bill Piseati; Irate Taxpayers, blamed the Ciry and other government agencies for the Federal debt, he lost 510,000 last year, people in government didn't experience that. He's going to be watching to see that government lives within its means. ~I'I'Y COUNCIL COMMENTS -Vice Mayor Lynn Woolsey express her deep concern about the press quoting the City's representatives in print causing the reader to make a mistaken inference that whatever the news article says is a fact, yet the matter may not, be a fait accompli. In addition, such premature reporting may very well be the cause of any ongoing negotiations orplans to fall apart. Vice Mayor Woolsey- noted that :residents of Jess Avenue have asked that the City fence the river edge-as a.safety measure. Vice Mayor Woolsey asked if there is a reason why we do not invest in local banks such as Bank of Petaluma. Vice Mayor Woolsey complimented the. Empire Waste Management and the community for the prompt clean-up of the downtown after the Butter and Eggs Day Parade on Saturday, Apri130. o„ ~,~ ~r,„S, Michael Davis sai¢ the.ath~etic_field at ~asa_Grande i~~hidden b~r~wegd ~ro~th~~I-~e John Balshaw commented that the City is getting shabby looking and used the Triple S Tire site as an example. He asked if, there is any way the Ciry can require landscaping upkeep. John Balshaw suggested that there be some .sort of public aclaiowledgement of the recent -use by the City of developer generated affordable housing funds on second mortgages for 20 Petaluma families. The community should know the City is trying to implement its housing goals. Mayor ,Hilligoss noted the Countywide Drug Task .Force (Measure A on the June ballot) is looking for Couacilmember support and passed out 'support' cards for them to sign. The resulting funds must be allocated to drug enforcement activities. Staff is to determine whether or not the truck is in sufficiently good condition to be of use to the City. Recreation Commissioner Larry Jonas. also addressed the Council supporting the idea. It was suggested. that a program be developed in which students could partic.~ipate, along with.. "the Mayor and Councilmembers, at a Council meeting. Staff will work with the schools to coordinate. a program for the next school year. - ,RESO.88-141 NCS SUBMITTAL, OF BUDGET ~ -' ~ ~ - Resolution 88-141 NCS requesting extension of time .for submittal of proposed. budget from the first. meeting in May to May 23. PLANNING~SPARC The Councilmembers agreed to hold. a study session on May 3'1 at 7:00 p.m. to discuss and develop .potential.. agenda ifems to be incorporated in a future joint meeting with SPARC and the Plannuig Commission. ~'VATER CONSERVATION TOILETS City Engineer Tom Hargis made a brief presentation on water conservation through, installation of ultra low flow toilets (.1.5 ;gallons per flush), special shower heads and other methods. It was Council consensus That staff prepare an ordinance to implement the installation of ultra-low-flush toilets in all new construction and reconstruction.
