MINUTES OF A REGULAR ADJOURNED MEETING
OF THE PETALUMA CITY COUNCIL
MONDAY, MAY 31, 1988
ROLL: 7:00 p.m.
PRESENT: Sobel, Balshaw, Cavanagh, Davis, Vice Mayor Woolsey,
Mayor Hilligoss
ABSENT: *Tencer
PUBLIC COMMENT°
Homer Hobi a new resident of Petaluma spoke regarding Bond
Subdivision. He presented a petition with approximately 80
signatures opposed to the selling of Bond Subdivision. He would
like to see the property reserved for non residential, a public
grade school or a recreation facility. Mr. Hobi was advised that
4.22 acres of that land belongs to the Old Adobe Union School
District.
John Clithero, 1627 Shenendoah Ct., also spoke. with regards to
the Bond Subdivision. He is concerned with more residential
development placing an even greater impact on the already
overcrowded schools. It was suggested. that Mr. Clithero go to
the Old Adobe School District and voice his concerns and see if
they can shed some light as to what will be done in the future
with regards to overcrowding in the district.
CITY COUNCIL COMMENTS
Michael Davis - this years budget is the most legible and clearly
the most user friendly I've seen. Thanks to David Spilman and
John Scharer for the excellent job.
Brian Sobel introduced Council and Staff to Ben J. Rosenberg,
Director of Finance with the City of Wharton, Texas. Councilman
Sobel and Mayor Hilaigoss met.Ben Rosenberg when they were in
Washington D.C. the. latter part of .March. He was welcomed to the
City of Petaluma.
Lynn Woolsey.woul'd like t%me:set aside during the June 6th
meeting to go 'over each of~'the•~ssues that will be on the Primary
Ballot of the June 7th election that will effect the cities.

RESO. 88-156 NCS
DREDGING DIKE REPAIR
f Reso. 88-1.56 awarding contract to Maggiora & Ghilotti, 555
' DuBois Street, San Rafael, CA., in the amount of
~; $130,000.00. Seven bids were received ranging from a low of
$130,000.00 to a high of $185,000.00. The Engineer's
~; estimate was $141,450.00. The normal contract turn around
time has been reduced from ten (10) days to three (3) days,
j the normal notice to proceed has been ,reduced from
(~ ffteen(15) days to .five (5) days. The contractor will have
until July 15, 1988, to complete the Dike Repair. The Corp.
of Engineers is now out to bid for their project and it is
anticipated they will give their contractor a notice to
proceed July 15, 1988, to coincide with the City's finish
date. There will be no imported material used for the dike
.repair. Only on site materials will be used.

DECLARE BOND & LIBERTY SUBDIVISION
SURPLUS CITY LAND AND_AUTHORIZE SALE
This has been a culmination of a process that was begun
several years ago when the City acquired the property next
to Bond Park in lieu of park fees for some of the
development that has taken place in the Park Place
Subdivision. Council direction has been followed and a
subdivision map was prepared for the project which would
yield 17 lots of a size somewhat larger than the typical
lots in the neighborhood. The program calls for placing
those lots, map and land for sale. After declaring the land
surplus and authorizing the City Manager to dispose of thee.
land in a method that would be the most beneficial; to the
_ ~ city, a Planning and Development Zoning Hearing would be set
to discuss the specific nature of the development that will
take place on those lots. Likewise with the. .Liberty Street
~~ Subdivision, which. is a 3 lot subdivision in the old Liberty
~: Street right-of-way.

A Parcel map has been prepared. After the properties are
declared surplus and. authorization given~to dispose of same,
agencies who specialize in provision of low and moderate
income housing will be notified of the availability of the `~~
land. The land will then be put up for sale for what the
city feels to be the market rate. The land has been.
appraised between.$:4.O0,00 and $500,000. Raw land per lot
will be determir-ed somewhat on the cost of the improvements
that will be necessary to develop the lot.
Diana Kramer of 549 Acadia, wanted to know what In Lieu
Housing Fees meant. Warren Salmons, Director of Planning
explai=ned that they are part of the developers commitment to
help provide affordable housing. Each developer of market
rate housing makes a~contribution or they build low and
moderate income housing.
These fees have been used for the Second Mortgage Program to
help 20 households buy homes, direct assistance to the Owner
Builder Home Project. Renters Assistance, Burbank Housing,
and Petaluma Ecumenical Projects for senior housing. In
Lieu Housing Fees are directed toward providing low and
moderate housing.
Reso. 88-157 NCS declaring Liberty Street and Bond
Subdivisions surplus city land and authorizing the
disposition of sale. Motion made by Councilman Balshaw and
seconded by Councilman Tencer.

Recess to Studv Sessi
The Council discussed. concerns with regards to the Planning
Commission and the Site Plan Architectural Review Conunittee.
Councilman Balshaw - feels that when there is a joint meeting
with the Planning Commission and/or $PARC nothing is accomplished
because there is such a diversity of opinions and no structure to
the meetings.
Councilman Balshaw would also like to see the Planning Commission
start working on implementing those policies that are in the
General Plan that pertain to them, and use them in making
decisions.

Councilman Tencer - concurs with Councilman Balshaw with regard
to the Planning Commission.. Tencer believes that the body should
be in a position to recommend changes or improvements to existing
policies or proposed new policies. As the process develops there
are times when improvements can be made and they should naturally
either be implemented or recommended to the Council if it takes a
formal action. With regard to SPARC I think that they should
concentrate more on Commercial/Industrial projects rather than
residential projects with. the exception of reviewing new
subdivisions. What we were interested in .initially with SPARC
was making what could be seen from the street more attractive.
What I do want to do is let SPARC know that if the council feels
strongly about something, appeal it back to us as opposed to
continuing to do it.
Vice Mayor Woolsey inquired as to whether the Council has put
together minimum standards we would expect from a developer and
if not then Council should proceed with developing minimum
standards as soon as possible.
Councilman Balshaw stated-that at one time the Planning
Commission was responsible for the visual esthetics of the City.
This seems to have been taken out of both the Charter and of
SPARC regulations. Balshaw would like to see this put back in
the Charter. He also agrees that SPARC should focus on
Commercial/Industrial. Because we do not have any standards for
residential, especially single residential we end up having an
Architectural Review Committee without any guidelines to follow.
Mayor Hilligoss - advised that most of the work SPARC does is
Commercial/Industrial and large residential developments. She
stated that SPARC does have regulations, and it was suggested
that the Council ask SPARC to bring their regulations to the
Council so it can be known what their requirements are.
Councilman Sobel - concurs that SPARC should work with
Commercial/Industrial and large residential developments. Brian
would like some minimum standards to measure homes by to avoid
any conflict with designs.

Councilman Sober also feels that because of the pressures that
are on the Planning Commission, your saddled `week after week with
new business and cleaning up old business. The Planning
Commission. does not have a lot of time to go out and search .for ~'
work nor at this time due to staffing levels does the Planning
Department heave the manpower to chase after 7 more people's
request for information and background and such. My biggest
concern is that we provide the Planning Commission either with
the support necessary to.do the work that were asking them to do,
or somehow have that brought to the Councils attention so that we
can be the focal point for that sort of thing.
Councilman Balshaw - believes part of the work load of the
Planning Commission appears to be that they focus on a lot of
detail and they should-have resources available to them when they
need information and there are no city personnel available to
them, The Charter of the Planning Commission is to see that
zoning is done properly and is utilized in accordance with the
zoning. There are a lot of General Plan items that need~to be
addressed as soon as possible. The Planning Commission should be
working on the Councils 10 selected programs from the General
Plan that relates directly to them. These. i-terns should not be
subject to time available, but the Commison should budget time
for them.
Vice Mayor Woolsey - there are a lot of General Plan programs
budgeted; for this fscal~year. It seems it would make sense to'
take those 10 General-Plan programs that we want to~see
accomplished and. let the Planning Commission deal with the ones
that pertain 'to them.
Councilman Balshaw feels-that the Planning Coaunssion hould take
the four (4) or five (5) items that relate to them, 'that are
scheduled to be completed, but not completed as time is
available, but as scheduled within the next .fiscal year to be
discussed, reviewed and completed.
Councilman Sobel agrees somewhat with Councilman Balshaw's
comments. He believes the Planning Commission should be very
aware of those 10 items or 5 items;t~at pertain to them-:and to
convey to the Commission that the Council is concerned: and want
these policies/programs watched all the time.

Councilman Sobel does not believe the Planning Commission would
have a problem with that at all.
Councilman Davis - agrees with Councilman Sobel, but does not
want to get into a situation where Council asks the Planning
Commission to do something that ultimately has to go through the
Council anyway.
Councilman Tencer - one of the things I would like the Planning
Commission and SPARC to do would be at one (1) or two (2) of our
Council meetings throughout the year is to have some discussion
items that have been concerns of theirs that may not have gotten
to us, that they feel are important enough to discuss and get
some communication going. Let them bring an agenda to us. Then
as a group we could discuss certain policy and planning
principals.
Councilman Davis -'I think it is important that the Planning
Commission also have the latitude to be able to respond to the
.concerns of the people and neighbors regarding developments.
It was suggested that the Planning Commission sit in on next
years goal setting meeting.
Warren Salmons, Planning Director, believes setting the standards
~. is a task that the Planning Department would like to do as a
package and bring to the Council. This has been programmed for
this year.
Vice Mayor Woolsey feels that there should be a committee made up
of 2 SPARC Members and 2 Planning Commission Members to work with
- staff on creating minimum standards.
Councilman Sobel feels there should be clear communication
between the three different bodies.
• It was the consensus of the Council to have SPARC work on
Commercial/Industrial areas and large residential development and
to have the Planning Commission make time to_work on the General.
Plan programs, that relate to them out of the Council's chosen ten
.. (10) programs.
