COUNCIL COMMENT:
Brian Sobel noted the recent Western Cities magazine includes some campaign
spending reform articles. He suggested the Councilmembers take a moment
to read them.
Larry Tencer and John Balshaw asked the City Engineer if there would be any
problem in keeping heavily travelled, major streets open for noon time traffic
during construction. He noted that North McDowell construction caused a
considerable amount of traffic delay during the mid-day rush. Staff was
requested to develop amechanism -for time of repairs on major arterials.
1988-89 BUDGET
Finance Officer David Spilman reviewed the budget format and introduced
the draft budget to the Council. He anticipates inflation to be approximately
4% and utility costs to increase 7%. The Department of Commerce San
Francisco Bay Area Consumer Price Index is 4.5% and the Municipal Price
Index is 3.6% for the prior year (national average).
The charge to the public for a copy of the budget document is $5.00; copies have
been placed at the Library Reference desk.
Vice Mayor Woolsey left the meeting at 4:45 p.m.
TRANSIENT OCCUPANCY TAX
SUBCOMMI~'I'EE
Mayor Hilligoss appointed Larry Tencer, John Balshaw, and herself to the
Transient Occupancy Tax Subcommittee. The Councilmembers were
requested to make their recommendations to the subcommittee.

John Balshaw left the meeting at 5:05 p.m.
The budget meeting was adjourned to June 22 nd June 29.
