COUNCIL COMMENT -Vice .Mayor Lynn Woolsey had heard from a constituent that there is a used bridge in storage. in Clearlake that the City might be able to use for the pedestrian crossing of the Petaluma River between Water Street and the Golden Eagle Shopping Center. Mayor Hilligoss reminded the public of the Fourth of July festivities scheduled at Lucchesi Park next week. The Council agreed to appoint Gail Calvello in the Day Care Center Director/Professional and Karen Lebowitz at the member-at-large. One-half. of the appointments shall be for one year and, the remaining. members shall serve .for two years. Terms shall be determined by the members at their organizational meeting. * * * Kathy Berardino requested that she be considered for the Child Care Center Director, since that .spot has not been filled. The Council agreed to appoint her to the Child Care Center Provider opening. .. ,~'~ June 27, 1988 Vol. 24 Page 123 SHORT-RANGE TRANSIT PLAN STUDY The Council heard Bill Dietrich, Steve Colman and Bonnie Nelson, of the DKS Associates and Nelson Nygaard' traffic consultants firm, progress report on a short range transit plan `study. The~transit system is used primarily by older people and students, but not commuters. The survey reveals that the headway time should be revised. Other conclusions of the consultants are the new buses should be somewhat larger than the Mercedes Benz vehicles; transfer times need to be revised at the main terminal, schedule adherence is a problem.due to the increase..of traffic since the original schedules were created. Rider recommendations include the addition of evening service and more frequent service. The consultants recommended revising the schedules, adding signed stops along the bus routes, utilizing newer maps, getting the new buses, improve the inventory and parts control at the maintenance yard, consider a .new maintenance facility (new buses will not be able to utilize the current facility), develop new contract requirements for the operator, and improving the maintenance management system. The consultants will study contracting alternatives. The Council requested an executive summary with the final report. The -Council discussed various amendments to the transit system, serving more of the: industrial areas, and potential sites for transit center. The suggestion of deleting efher the Washington Square or Plaza loop was .not acceptable to the Council. The study should look at routes that cover the entire City (for instance, Lakeville Square Apartmerits are not on a route at this time). RESO.88-182 NCS TRANSIT TERMINAL STUDY -DKS Resolution 88-182 NCS approving agreement with DKS & Associates for transit transfer site selection study at a cost .not to exceed $20,000. Introduced by Vice Mayor Woolsey,. seconded by Michael Davis. AYES: Balshaw, Cavanagh, Davis, Tencer, Vice Mayor Woolsey, Mayor Hilligoss NOES: None ABSENT: Sobel The Transit Site Selection Committee will work with the consultant. LUCCHESI COMMUNITY CENTER GRAND OPENING - The .dates selected for the .Lucchesi Community Center opening are Friday, October 14 and October 15 FOURTH OF JULY The events for 4th of July will be the annual Bell Ringing at the Museum, Disabled American Veterans breakfast, Adobe Lions will have an afternoon barbecue, the fireworks at Lucchesi Lake will begin at approximately 9:15 p.m. ADJOURN At 9:30 p.m. the meeting was adjourned to Wednesday, June 29.
