The Council discussed the use of Transient Occupancy Tax monies up to $1,000
as contribution towards the cost of the pedestal for the Bill Soberanes tribute
statue to be placed in the small park. located at the northwesterly corner of
Petaluma Blvd. and Washington. It was moved by Brian Sobel and seconded. by
Vice Mayor Davis to spend up to $1,000 Transient Occupancy 'Fax monies for
this project.

No allotments were awarded to Cader Farms and McBail in the Corona/Ely
area as to do so would exceed the 592 allocation limit for 1988 and granting of
allotments in the Corona/Ely area would be premature at this time. This
redistributes 46 of the Muirwood Allotments for 1988. Muirwood retains 54
allotments for the Allotment Year. Introduced by Vice Mayor Davis seconded.

Department for her management methods at the municipal swimming pool.

Vice Mayor Davis noted the lawn at Lucchesi Park.. seems to be very dry and the
walkway around the lake is in need of cleaning:
Brian Sobel. referred Bob Martin to the tape. recording of: the PCDC meeting earlier in
the day for answers. to his questions about the flood mitigation project timing.
Mayor Hilligoss noted that singer Margaret Whitirig is coming to Petaluma and there
will be several special events honoring her.

Mayor Hilligoss read a Proclamation honoring Lucy Kortum for. her tireless
efforts. in completing the lengthy application to include the Carnegie
Library/Museum building on the National Register of Historic Sites. The
designation was granted in June of this year. Lucy expressed her appreciation
and described unique details of the building and. the stained glass skylight dome.

Resolution 88-319 NCS setting a hearing on October 3 to consider
disestablishment of the Downtown Parking and Business Improvement Area
(PBIA). Finance Officer David Spilman reviewed- the survey results: of the 396
business. i~n,..the area,. 272,, responded (75%). The vote was weighted. Those
voting against continuation of th°e PBIA represented 66.3% of the total possible
valuation.

LUCCHESI PARK
The architect presented a proposal for a Reader Board to be erected near North
McDowell Blvd. and the new Petaluma Corua~re~aa~tt~r ;enter located at Lucchesi
Park. The design received mixed reaction from members of the Council. A
majority of the Council agreed that there should be a reader board that _is. of .
sufficient height to enable persons to~see over tall vehicles, and, the"re should be
three tiers of computer generated text rather than the two as presented. Staff
was directed to work. with Eric Glass of Roland/Miller Associates and Ron
Foote (sign designer) to develop identification for Lucchesi Park, the
Community Center, and the functions that will be scheduled there.
