PUBLIC COMMENT Mr. A. W. Mortensen, 11 Cader Court, made several
suggestions relating to traffic: the student pick-up point at St. Vincent Grammar
School be moved from Howard Street to Walnut Street for the safety of the children;
increase police patrol at downtown post office because residents drive on the wrong
side of the street to deposit mail in the sidewalk mail boxes; increase the police patrol
by including a motorcycle officer; increase police watch of intersection of Mary Street
and Petaluma Blvd. North because drivers make illegal left-turns onto Petaluma
Blvd. North from-Mary Street..

MAIN STREET
CENTER PARK USE :DISCUSSION
The Main. Street organization requested to be on the City Council agenda to
discuss Center Park use and the fact that numbers of people congregate there.
The Council discussed the issue at length. Speakers were R. Boecabella who
read.. a letter ~to the Council urging the City to discourage the users of Center
Park so they would rendezvous elsewhere. Leah Johnson .of 614 Galland
Street, identified herself as one of the youth group that `hangs-out' downtown;
she spoke on behalf of~the youth that assemble at Center Park. Jeff.Harriman
- owner of the McNear Building -said there should. be a working :relationship
between the City and. Redevelopment and the businesses to create a ggood
environment~but the whims of the idle people who hang out down. there have
gotten precedent. Bill Bradford, representing the Petaluma Yacht Club, spoke
m support of the Main Street efforts for a police foot patrol especially around
the dock, area. between 11 p.m. and 3 a.x~~,
Police Chief Dennis DeWitt said foot patrols are not as cost effective as-is--the
common: perception. of them; regarding the use of extra police pers~nmel, he
said even

the Police Department,_including the Reserves, is fully committed on

In response to an inquiry about hiring private security patrol persons he
responded that the private security companies do maintain a communication
link with the Police Department. Councilman Cavanagh arrived at 3:55 p.m.
There was considerable reference of increasing the Police) `presence'
downtown. The Council discussed the possibility of using redevelopment

Leah Johnson's. mother, Vicky Dufton, spoke on behalf of the youth who
gather at Center Park. The matter was continued to the afternoon of October
3 for staff to present information on possible. funding that may be available for
foot patrol in the downtown area, .information on business owners
partici~atmg 'in the cost of additional security patrol and the degree of
authority they can exercise, and more specific information on the Main Street
offer to help fund the proposed skateboard area at Kenilworth Park.

Resolution; 88-328 NCS awarding the contract for the Payran Street Sewer
Pump Station to J. M. Turner Construction Company, 825 College Avenue,
Santa Rosa for $96,550. The Engineer's estimate was $135,000; bids ranged
up to a high of $199,060. Introduced. by Larry Tencer, seconded by Lynn

Glenn Head, 402 Hayes Lane, advised the Council that public hearings are for
the purpose of taking information from the public and often they are not
expenenced speakers so it is important to give them time.

Resolution- 88-329 NCS approving the negative declaration of environmental
impact for the Marcellus Subdivision, 984 Bodega Avenue. Speakers included:
Ace Marcellus, .Tom and Rose Nowak, 982 Bodega Avenue, who e~cpressed
concern about the number of times this property could be subdivided in the
.future andwhat :impact: ;that would have on the drainage and circulation.
There. was; a great, deal; of..discussion. about the.proposal for a future-road to be
constructed parallel to Bodega .Avenue ~to reduce the number of driveway
accesses from the. area to Bodega Avenue.
The main questions included `considering, the .number of property owners- in
the area,.. how could there be a guarantee of the eventual eonstructlon_ of such
a road',. what the final location of that road might. be and how would the.siting
of theroad affect the various pro~ert~ owners', and `what Technique could be
used to restrict the ultimate lot size m the area and specifically of the lands
owned by Mr. Marcellus'. The resolution approving the :negative. declaration
of environmental impact was introduced by Jack Cavanagh, seconded by Larry
Tencer

Ordinance prezoning the Marcellus Subdivision (2 acres) located. at 984
Bodega Avenue to R1-20,000 - the Council' discussed the manner in.which a
deed restriction could be imposed on the property to limit.. the lot size to a
minimum of 20,000. The deed. restriction question was referred to~ staff as was
the question of appropriate infrastructure being in place without. causing the
property owners in the area to be concerned about having- to participate in the
costs of such improvements in the future. The matter was continued to
October 3.
The resolution requesting the Local Agency Formation Commission to initiate
annexation proceedings for the Marcellus Subdivision, 984 Bodega Avenue,
was continued to the next meeting to be considered with the prezouing
ordinance.

AB-440U STATE DEPT. WATER RESOURCES
Resolution 88 330 NCS authorizing the City Manager to enter .into a
memorandum of understanding between the City of Peta~urna and the
California Department of Water Resources'. - Councilman. Sobel and City
Manager Scharer reported on the status of AB-4400 which would require the
.State Department of Water Resources; to plan with and assist the City of
Petaluma to achieve ~ a flood mitigation project. The bill , was ~ passed
unanimously by both the California State Assembly and the California State
Senate. It is before. Governor Deukmejian for signature, and it is unknown
whether or ~ not -the Governor will veto the bill. The Council. had before it a
resolution approving an agreement with the Department of Water Resources
which provides for .that department to work with the City and the iJ. S. Army
Corps of Engineers to assist the City in providing flood protection for a

100-year frequency storm, to .help develop a project for the Payran reach of the
Petaluma River, and, when fhe Army Corps of Engineers approves a 100-year
~rojecf, to assist in ob airing state funding for -the largest, most economically
justified project. The 100-year event project is the City's goal. The
Department of Water Resources will also provide State subvention funds as
they are made available through the legislative process. The resolution was

The Petaluma Commuauty Revel®pment Commission and City Council heard
a review of the process to date regarding the proposed 36 acre auto center to
be located on the northwest end of town between Cattlemen's restaurant and
Rancho Arroyo Racquet Club. The proposed method of financing the project ~_
is through tax allocation bonds. It was noted this is a common method-fnr ~ -
financing development which will `increase cities' tax bases: -Tli~ prop~sai tc~
increase the city s revenue base in :this manner will~be of direct benefit to the
City's effort to develop the flood control project that is being developed in
concert with -the LJ. S. Army Corps of Engineers and the County Water
Agency. The Ra:iruer Avenue overcrossing will also be cons~.~. sooner as f~
_`_ result of this type of redevelopment financing:
Jim Salter- of Guardian Builders addressed the Commission/Council and -- -
showed slides of automobile agency complexes .as examples of architectural
-design: It is estimated the~auto row will ereate'320 new jobs. Jon Anderson•of
_ MacKay .and Somps Engineering advised the Council that the City's
i ~'~ requirements for `zero_net-fill' as well as other flood plain. zone district

The public hearing .was opened. Charles .Green, of the: Sabo.. & Deitsch law
firm, noted there were corrections to certain exhibits to the agreements.
David Jones, attorney representing Mrs.: Oberg, expressed concern about
access to, her property and asked to participate in .drawing of `the:: boundary
lines; Glenn Head, 402 Hayes Lane,. said h'e is just a country boy and when the
paper says only good thins he gets. suspicious. He asked what are the City's
plans for the vacant buildings downtown, what is the City going. to do to take
care of public safety. Bob Martin, 171 Payran "Street, expressed concern about
downstream flooding and this proposed. action is. contrary to the General .Plan;
Bonnie .Nelson, 619 Walnut Street, noted that there needs to be recognition of
salaaryry .structure for the low income as well. as the high income persons; V~ee•Vi~«.
Landof, 12 Cordelia Drive spoke against the detention pond. effectiveness, the
PCDC should set. policy to recover 100% of the funds; Jon Anderson of
MacKay and Somps answered questions .about: the way the detention ponds
function; City Manager Scharer reviewed -the Benson. agreement; Jeff
Cartwright, 56 .Rocca Drive commented about flooding and traffic; ,Bill. White,
President of:~the Petaluma Are Chamber.of Commerce read a letter;in support
of the project; Willie McDevitt, 469 Amber Way, spoke_in support of the auto
center; .John Cheney, 55 Rocca Drive, said flood control construction 2-1/2
years down the road is not :reasonable, we won't have a yacht in th'e (expletive)
marina;: the. community center in Lucchesi Park. is costing too much and he
wants the flood fix now. H. Carlson of 3737 Petaluma Blvd. North asked.if the
proposed building on or near a detention pond would eliminate the pond.
(No.); Donna McDaniel,. Chairman of Economic Committee- of Chamber of
Commerce spoke in support of'the roposal. Mr. Masteson of 23 Woodworth
Way expressed his disapproval of some automobile dealer attitudes and
methods; Ray Peterson,. 636 Gossage Avenue, asked' the Council to include an
additional .increment of flood mitigation .for the- past construction when this
was not a consideration. He also commented that the architecture of the auto
center would, be nicer if it were Petaluma Victorian. .Dick Lieb, 1 Bodega
Avenue; spoke in favor of`the project. Mr..Masteson suggested-theeentire auto
center be designed as a holding pond. Vince ~L.andof noted the monies
generated from the flood mitigation tax voted affirmatively went: to .develop
protection at San Antonio Creek. There being no one else wishing. to speak,
the .hearing was closed.
