PRESENT: Cavanagh, Tencer, Sobel, Woolsey, Balshaw, Vice Mayor Davis ABSENT: Mayor Hilligoss INVOCATION: The Invocation was led by Rev Kevin Kirby of the Petaluma Community Church. {~PPr»~ed as correc~edl ~\I2\If'Q PLEDGE OF ALLEGIANCE City Council candidate Bob Martin led the Pledge of Allegiance to the Flag. - PUBLIC COMMENT Bob Martin, 171 Payran Street, said he felt the City has set a bad example of flood management and referred to some flood plain fill he observed during the weekend. In response, both City Manager Scharer and Planning Director Salmons advised they have taken steps to-stop the fill referred to by Mr. Martin. The origin of the dirt was a site within the City limits, but the site of the fill is in unincorporated area. It was noted the Police Dispatch should be notified if this, type of action is noted by citizens during times other than normal working hours, 8:00 a.m. to 5:00 p.m. Vice Mayor Davis noted that Councilmembers also receive this type of telephone message. The design of the median shall be a continuation of the North McDowell Assessment District median which is in the planning stage at this time. The cost of the median, which is estimated to be $13;000, shall be shared 50:50 by the Chateau and the City. HIGHWAY-101 CORRIDOR Councilman Larry Tencer reported on the U. S. Highway 101 Corridor Committee. The 101 Corridor Technical Advisory Committee October 19 consensus recommendations are: Implement an electric powered light rail transit. system on the NWP right-of-way from Larkspur to Petaluma by the year 2000 with a possible extension to Santa Rosa after the year 2005 and beyond the time frame for the 101 Corridor Plan Widen Highway 101 from 4 to 6 mixed flow lanes from. Windsor to Petaluma Upgrade Highway 101 to a freeway from Petaluma to Novato and add two High Occupancy Vehicle (HOV)lanes to 101 from Petaluma to Novato Add two High Occupancy Vehicle lanes to Highway 101 through San Rafael specifically between Sir Francis Drake Blvd. and Puerto Suello Hill, .and add two HOV lanes to 101 between Miller Creek Road in Marinwood and Highway 37 in Novato Councilman Tencer recommended the City Council support construction and utilization of HOV lanes between Petaluma and: the Marie County Line. rather than construction of general -purpose lanes; and to support two general use lanes between Petaluma .and Windsor. He also recommended the City Council not: support the acquisition of right-of-way through the imposition of additional sales tax m Sonoma County. There was discussion about the Council making 'more formal output' on the transportation related matters. CITY 1VIANAGER REPORTS RIVER DREDGING Public Works Director Pat Miller advised the City Council that the river dredging contractor has assured staff that the Petaluma River will remain open during the dredging project, although there maybe soffie minor delays at vanous times. The Chamber of Commerce has been assured that Santa Claus will be able to make his annual journey up the Petaluma River on Thanksgiving weekend.
