PUBLIC COM11~fENTS:
Laura. Reicheck spoke on behalf of the shelterless and advised the public they are
opening a shelter for homeless families at 'the Methodist Church at Sth and B
.Streets. this evening; She, expressed the -hope that the .Armory will be available to
open for the single homeless in the future.
Dan Jaffe, 329 Bodega Avenue - reminded the public, that. there are persons who
are sleeping outside :and. desperately urged the Council to show leadership and
political wisdom to help solve"the problem.
Bonnie Nelson, 147 Ellis .Street # 17 -She .said the City has a $SO,OOb. giant erector
set at Lucchesi Park and the City can find money to help the homeless. She
suggested.a permanent commission:-for people: to address the homeless problem so
that .everyone who :is working on this problem can come together` and you give the
commission some power: That is the biggest Christmas present you can give the
homeless is some power.
Vince Landof - He has 'been picketing. the film about the story of Christ at the
Plaza theatre and in doing so .has talked with the youth of the community that
'hang 'out' around Center Park. A meeting:of -these youth has been scheduled for
February 11, 2:30 p.rn. at Lucchesi Community Center to discuss the youth
concerns, needs, and problems. Suggested the City Council participate in this
dialogue with these youth and. asked the City to see its way clear to provide
television coverage of that -2:30 meeting. The Council responded that there is no
direct link for video transmission. at the facility, but it could be taped for later
broadcast.
COUNCIL COMMENTS
Lynn Woolsey -offered to participate in a subcommittee to work with the. Transportation
Director on design and colors of the new busses.
Brian Sobel -Congratulated Laura Reicheck on the opening of the Methodist Church for
the homeless'families and° noted the Council will continue to work towards viable
solutions..
John Balshaw-Would rather see a fire truck sit outside on a 40 night thanthe homeless.
Ellwood,. Community -Center and Kenilworth Community Center and possible sites
for them to sleep.
Mayor Hilligoss -Asked the Planning Director how mangy families have taken advantage
of the security deposit program. (Answer - 6 fatnihes).

Principal Planner Pamela Tuft reviewed the extensive list of steps in the plannin
process by the applicant and the city.on this subdivision to date. John Wagstaff,
author of the Environmental Impact'Report, itemized. the impacts identified in the
report. It was noted that staff, is notadvocating use. of the Urban Separator at this
time, rather they are reserving the opportunity for public ownership at a future
time.
The Council, directed staff to ensure there is adequate athletic facilities for softball
and the like. The Council expressed concern. about upstream dam. faih~re
possibilities and taff was requested to determine the stability of the existing dar~zs.
Traffic impacts and relating trutigation measures. were discussed.
The hearing was opened. Speakers were:
John Sober, developer's engineer, noted the applicant is opposed to construction
of;fencng~because he feels if is: the responsibility of the homeowners. The Council
emphasized ,the.. fencing shall be constructed by the developer. '

.Mark Berardi, 102 Grant.. spoke about .traffic on Grant and the. otential impact, on
Grant school with parents dropping children off in front of the facility.
Christine :Cohen, 195' Ridgevew, asked for an independent. drainage study ~ using
the latest technologgyy.
Dick Folla '143 Westridge Drive, was of the understanding the green belt would
. ~ remain behind :his -house.
Chick Gilardi, 1004 I :Street, doesn't see :how the flood potential would be
decreased by the proposed'nutigation.measures.
David,Keller, ?, addressed drainage issues.Lee Stapleton, 209 Sunnyslope Avenue,
noted., -the Westridge development will impact Sunnyslope yet they will not
participate equally `in the Sunnyslope Avenue assessment distnct.
Thom Knutsen, Sunnyslope Avenue,. also felt the project should contribute more
towards the Sunnyslope Assessment District; .
Allan Sandy, 909 D Street, spoke of the fragility of the area, school. crowding,
delivering. children at McNear School.
Planning.. Director Salmons `advised only four houses would be served by McNear
school, the remainder will. attend Grant. Further, the Petaluma School District has
repeatedly advised Planning. staff this subdivision will' not negatively impact facility
capacity of the school. district.
T~aren aestretti, 308 Westridge Place, expressed concern about continued creek
flooding at her home.
Duncan. Werner, 203 lZidgeview Drive, talked about impacts to Grant school and
Grant Park.
- 179 Ridgevew Drive, discussed flooding.
Gordon Pelton, Sunset Terrace, asked if they are going to be asked if they want to
be annexed: He is concerned about sewerfees and:related costs.
Chuck Linthicum of Debra Homes, the developer, reviewed the twelve year history
of this project.
John Stuber, engineer for the developer, noted the off-site sanitary sewer analysis
has taken into consideration the wet weather capacity as is the

standard practice in the profession, .contrary to comments made earlier in the
evening. ~.
'The hearing`was closed at 10:40 p.m.
John Wagstaff reviewed.. and responded to some of the comments presented at the
.hearing.. The Councilagreed there should .be an: active recreation area of 3 acres.
Staffs was .asked for a recommendation regarding: homes, backing up to the project
along' Westrdge Drive.. .
Planning; .Director' Warren Salmons suggested there be time allowed to formulate
responses to the co"mments.
