TRANSIT COACHES -AMENDMENT 1 .
.Resolution 88-397' NCS Amendment #1 ~ - authorizing contract with Bus
Industries of America to manufacture .and .deliver 5 new Orion II transit coaches
in the amount of $702,005. This amends action taken `liy.; adoption of Reso: 88-
345 NCS on 'October 3`; 1988, when. the purchase ; of 7 buses was... approved.
CALTRANS has determined- .that the proposed ~bus'es~ are not. appropriate but
specifics of their determination have. not been suppplied, to City staff. Continued
attempts to resolve .the issue are beingmade by staff and the Metropolitan
Transportation Commission.. Staff was directed to obtain written confirmation
that the bus manufacturer will supp, ply the 2'buses in dispute at the bid price. The
Council agreed the buses would be white with blue striping, the mariner's wheel
_ and City Seal and a nautical theme will be continued .from the current fleet,
advertising, will be placed on the rear exterior' of the buses, the use of names of
,schooner that,phed the.Petaluma River early in its history will be continued and
"Petaluma Transit" will be painted on the .front of the vehicles as well as the

IN:LIE~J FUNDS FOR HOMELESS SHEL`T'ER
The Council heard from the "COTS" .(Committee on the Shelterless)
volunteers. who ,sought City financial assistance to utilize the Petaluma Armory
for .night-time shelter for homeless. The COTS wolunteers~ will. staff the building,
set up and take down .the beds each .day. The Council action was to authorize
use of up to $20;000 in-lieu housing funds for three months and authorize either
the City Manager qr the Mayor to execute an agreement with the State of
California for use of the armory for this purpose. The motion to approve these
actions was introduced by Vice Mayor :Davis, seconded. by Brian Sobel and Lynn
Woolsey.

the density of the Park Place. phase that is approved .and zoned for high density
residential. She spoke on behalf of-,the Park Place neighborhood.
Laura Reicheck -expressed her thanks on behalf of the COTS for the City's action to
assist the homeless during the Winter season.
Dick Lieb - on behalf of Smith, Mohrman, Dado & McKenzie, requested relief from
the.loss,of m ess and.e ess driveway access as a iesult of median strip construction on

tape of the Council discussion at the previous meeting when he had. been absent.
Councilwoman Woolsey expressed that it is not .clear enough to her that the City
has covered all ,the bases. The Council agreed the ten. custom homes need not
~o through SPARC approval unless staff' feels the .necessity. The ordinance was

Principal Planner ,Michael Moore presented the Corona-Ely Specific Plan and
reviewed the background material which had been. forwarded to the Council and
answered the Council's .questions. This 675 acre area located adjacent to
Corona Road and Ely Blvd. North, has been the subject of a number of public
hearings. and the pro osed flan is designed to mesh with the recently .adopted
General Plan. The life of this plan is

estimated to be 10 to 15 years.. Napthal'i ..Knox, the City's consultant, .also
- answered the Council's questions. The hearing was opened at 9:16 p:m.

Curt Groniga, Dean of Administrative Services, at Santa Rosa Junior College
corrected the student population assumption figures to 1;950
:attending .classes day- an , evening :on .Mon ay and Wednesday, 1,200
on Friday:, ,and. 1.550 on .Tuesday and Thursday.. Regarding the
suggested rear access road to the campus, from, Adobe Road, he
. recommended that not be a requirement due to the potential land
aequ'isition costs and complications as the access would 'have; to be
acceptable to various landowners and a straight .road-would bisect
parcels. -
Sue Nelson, Brelje and, Race traffic consultants, suggested tfie rear road. is
-not .necessary.. The college wishes to use part= of the. green belt area
forparking.or approval of a narrower green belt.:.
Bill 'Kortun, Ely Road.. said the. integrity of the green~~ belt should be `kept.
Urged having. a gate at.Adobe Road for access to the :college;.
Van Logan of Quaker Hill Development discussed densities and' of sizes in
-the high. amenity area, Now the suggested minimum lot size is 12,000
'square feet, He.suggested that is; a good plan for the. lots along the
urban. separator, and. fhe lot. size might be better `planned if they are
gradually reduced 'in size down to 8 - 10,000 square feet to the west of
the urban. separator.

Napthali I~tiox was directed to study the impact of transfer of units loss at the
urban separator in the high amenity area and to report at the next
meeting when the Specific Plan. is discussed (January 23).

APPEAL,
The Council considered Kwikstop's appeal of Planning Commission denial of a
Use Permit forconvenience market Cherry, Valley Center (Payran and Petaluma
Blvd. North). Planning Staff Jenny Cavanagh addressed the issues generated by
theappeal and described the differences between the three traffic studies .on the
project. The hearing was opened. Speakers were:
Allan Tilton; presented the last traffic analysis.
Bonnie Nelson, 147 Ellis Stret, asked about the opportunities for employment.
~' John. Milliken, owner of a similar business located on Petaluma Blvd. North
questioned the ,traffic studies and -said they are using less stringent standards for
this operation than were~placed on his business.
Dick Lieb representing K C Builders (Ken Porter) spoke in support of the
project
'The hearing was closed. at 10:35. p.m.
It was moved by Vice Mayor Davis; seconded by John Balshaw to uphold the
appeal and;:approve a :Mitigated Negative Declaration and conditional use
permit. The legislation will be forwarded to the City Council at their next
meeting.
