PiTI3LIC COMMENT Court Pelton, 251U Sunset Terrace, reviewed his. January 4 letter outlining specific requests of the developer of Westridge. Chuck. Linthicum of Debra Homes agreed with Mr. Pelton on the items that the developer. has offered, to provide the residents of the Sunset Terrace area with one point of disagreement.: Debra Homes has offered to provide some infrastructure improvements such. as bringing sewer to the stub. point and street improvements, but they .have not • offered to pay the sewer connection.=fee for the residents. COZJNCIL .COMMENTS Vice Mayor.Davis :asked about the type of lighting at Lucchesi Park. His concern was about the energy usage of the lights. Larry Tencer asked the staff to look into the possibility of increasing the street. lighting on Payran Street between the Fairgrounds and` Caulfield Lane. .Lynn Woolsey asked. when there will be a .report on Riverfront Zoning. The Council expressed their desire: that staff contract with independent exerts for the hydraulic and hydrologic calculations and review:, It was noted by City Engineer Hargis that. the Sonoma ,County Water Agency will assume maintenance responsibility only of acceptably clear drama~e facilities but they will not do the same for the storm water run-.off detention pond without compensation. An earlier City Council as well.. as the Local Agency Formation Commission contemplate this .annexation to, .include. the Sunset; 'Terrace area to: eliminate the formation~~of an unincorporated 'island'. The proposed street improvements for the Sunset Terrace were anticipated to conform to the Cit}~s private street standards because there. is no City plan to accept these streets for maintenance. Phil Trowbridge of Debra Homes said they are willing to put: a street light on a pole. Yeiter reviewed the Boulevard Bowl Planning Commission ..annual review of the Bowling -Alley Use Permit and details of the appeal received from Valentina Magers. The hearing: was opp; ened Valentina Magers, 18 Cochrane Avenue, advised the. Council that she hears tfie bowling`'balls~ and`~ins "when.,, she is outside .of .her: home and, on occasion, inside her home. After visrtmg the bowling alley the acoustical consulting service retained by Ms. 'Magers made several recommendarions that.. might, alleviate some noise from the building, but rt was noted that the. ambient noise levels at the time of his visit, bowling related noises were not perceptible at Ms. Magers ~ house.
