Resolution 89-:1,7 'NCS establishing 199U Development objectives for Growth.
Management System. The :Council.agreed on the following Development Objectives:.
1. Alternative housing. projects° such as modular or self: help cooperatives.
2. Joint development: of ~ adjoining smaller parcels is encouraged when. it will.

8. Maintain the integrity of the Urban .High and Urban Diversified land use
categories by requiring. that development projects on sites with those designations
have an overall density of not less than 67% of the maximum allowable General Plan
density.
Council would also like to add an additional objective, that being to encourage
`meandering sidewalks'.. Language in the form of a resolution will be brought back to
the Council. for final action.

_ It was .suggested liy Council that there be a Business- Property -Maintenance
Ordnance`~applyng to the appearance of botl~~open ~and~.closed~-businesses-. City
Attorney, Joe Forest recommended that the best way for the City to enforce the
ordinance would be, as a Nuisance Abatement. This item will be brought back in .
ordinance fo"rm for Council approval.

Resolution 89-18 NCS: agreeing to pay the cost for: Old Redwood Highway
interchange widening. Council would like wording on this resolution to include or
any other mtra coupt~ protect that may. impact the interchange that is beyond the
direct control of the City of Petaluma. It was moved by Larry Tencer and seconded
by Lynn Woolsey

Resolution 89--19 NCS revising; resolution of .conditions relative to abandonment State
Route 116. Councilman Balshaw believes the- city should not abandon State Route
116,. that it should remain the city's road.
Councilman Tencer feels hat unless staff .thinks there is overwhelming considerations
why we should' agree .to the exchange, he proposes that the offer be turn down.
Motion was made. by Larry Tencer -to rescind Resolution No. 88-
4 in its entirety, seconded by Lynn Woolsey.

CITE COUNCIL COMMENTS:
John Balshaw - he has. observed: parents parking -on the .opposite side of the street
from 1VI'cDowell School to bring them to school and to pick them up. In both eases,
the ~ehldren 'have to run across the street .thus exposing them to oncoming traffic;
they° should be left, and picked up at"the curb for then safety.
Lynn Woolsey -she observed that staff at the Lucchesi Community' Center is very
busy and expressed concern about over-extending our staff:
Michael Davis -noted the Lucchesi :Park. trees that the. Council specifically directed
to be supported with 4 protecting, rods .have been. subject to breakage. Staff was
asked to replace -the broken poles. and support ties.
Larry Tencer =expressed compliments for the manner ;in which the Petaluma Police
offi'eers handled a .disturbance.
Jack Cavanagh - Payran Street between Jefferson and Lindberg truck' parking and
unloading 'has been an ongoing problem. ~ He asked staff .how they are handling this.
City Manager'Scharer advised the Chief has been directed to suggest a solution to the
problem.

sincere appreciation and admiration for all 'he, has accomplished as a single parent
and. as a volunteer. for abused children and the handicapped. Vice Mayor Davis

Irv Piotr-kowski spoke qn, behalf° of several residents pointing .out to the Council
several ;actions taken by the :City prior C Councils relating to truck ,,traffic
regulations: In fairness, he said the; truck tr 'c restriction on 5th and ~6tfi, Streets:
should either- be duplicated. on. the 10th. Street-Fair' Street artery" or the. restriction 'on
5th and .6th Streets should be removed so that the .streets are 'treated equally'.
It "was noted that :both " Hagstroms Market. and. they Cooperative Creamery have
reduced the truck usage of -10th ;Street - .Fair Street.
Suggestion o eliminate usage o£ 10th,-.Fair
It was suggested that.. the trucks coming in, from the Pt: Reyes :area. should' travel .along
easterly along D Street to'Lakeville, turn.left on.,Lakeville to Washington, turn left on
Washington and travel. westerly to Howard, then take I-Iowad towards `Western
Avenue then turn right on Western Avenue, to travel westerly to the creamery:
John Seibert; :Safety Director and ~ Transportation. Manager of thee- California
Cooperative Creamery reviewed the steps they creamery has taken to reduce truck
usage of 10th-Fair. They' use 'Petaluma, Blvd'..during the hours the;: Blvd. ~is open to
truck traffic. In,;addition, they have 'spent a lot, of money repairing. thec brakes and
mud flaps: to reduce. noise'. Signs have- been. posted all ,over the ereamer• .. telling the
drivers what time and where they can drive the trucks. He noted thaf,85:% of the:-milk
from Maria and Sonoma Counties is Petaluma Cooperative Creamery niullc.
Steve Gaultney,: Hagstroms Market, ,is encouraging the truck drivers to change their
delivery. times, to later in the morning where possible to reduce the impact on 10th-
Fair°~residents.
Bob; Texera, truck drver'for the ~creamery:identified problems the drivers experience
in utihzing the D .Street ~ to Lakeville to Washington to Howard. to Western route.
These include waiting for several traffic signal changes at D/Lakeville and at
Lakeville/Washington, and because of the slower speeds of the fully loaded trucks,
impatient drivers. make,, fast, unsafe maneuvers around the trucks both coming into
town along D Street and going up the .hill on Washington. Street.-
Jennifer -Baker ,of 18 '10th Street spoke about. the. amount of truck disturbance they
experience.
Johng Siebert advised the Council.. he had. not been :informed about any truck drivers

The: Council discussed the possibility of removing. the .ruck traffic restriction on 8th
and "6th Streets either permanently or on a trial basis... ~ '
It was .council consensus to continue the matter for a month. At that time,. to invite
the residents. of 5th and 6th. Streets to the meeting also: Staff is to develop data so the
Council can quant~'fy the situation. Staff was' also asked to be specific: about weight
limits and' .truck traffic enforcement on Petaluma Blvd. " ~ .
Bill Adams, 24 Fair Street, advised that hay, silage and belly-dancer trucks also use
10th-Fair. ~ '
ELIMINATED
Joern Kroll, Traffic Engineer, described the request of the residents of Park Avenue,
Pleasant Street, .and the orfion of Prospect that_conneets the two that 'one-way
traffic up-hill' be institufed on both Pleasant..Street and .Park Avenue with Oak Street
remaining two-way. Medla McClerie and Mr. Kvalheim spoke on behalf of the
residents. The residents' say that Oak Street has become an access between
Petaluma Blvd. North :and. Bodega Avenue to avoid, the Washington Street traffic.
After ooking at several alternatives„ the Council and residents agreed that creating a
parking area on Oak Street; just off of Howard, closing Oak to through traffic at a
point uiside the park just beyond the newly created parkin area would be the most
satisfactory alternative. Staff will bring appropriate legislation back to the Council at
a future agenda.
It was moved by Larry Tenter, seconded by Vice Mayor
Davis, to .approve closing Oak Street to through traffic at a
point inside Oak Hill Park.

Planning Staff recommended approval of th`e use permit; for McDONALD'S
Restaurant for afree-standing- fast-food restaurant with. adrive-throu~li .lane at the
Gateway' Shoppin Center, located on the northwest corner of "Lakeville Street and
Caulfield Lane. Tlie Mcdonald's Use Permit for a fast food franchise at the location
of the new Lucky Store was referred to the Council ,pursuant. to a condition of the
Lucky Store's approval.. There was considerable discussion about an architectural
feature of the proposed fast food building and about the identification of the
business. Also discussed was a"°major traffic mitigation fee. Speakers included Jack
Bariteau of Keenan Land Comppany, the property owner; George Scott, architect; ~,.
Peter Jordan, IVIcDONALD'S Construction; and Kathleen Gearhart of ' .
McDONALD'S: McDONALD'S requested relief from the. `fee for the :reasons that .
the fee was not in effect at the time of the original approvals and~the applicant was
unaware of it during the planning,: financing and design process up to date. There
was a fee paid, relating to the proposed Lakeville:= Assessment District, ~aiid the
amount of the proposed $66,000 fee would preclude McDONALD'S from building at
that site.
